After speaking of their misdeeds, when they have risen from those falls, they should be admonished to do their respective duties to their respective novices. Those novices say, 'This is to be done by you who always practice evil deeds, we do not do it.' If the monks of few desires rebuke, saying, 'Why do you speak of the falls of evil deeds to monks and those who have not taken the full ordination?' and slander and revile, then the monks reported to the Blessed One. Then, because of this event, this origin, and this occasion, the Blessed One convened the Sangha of monks, and rebuked the Six Groups of monks, saying, 'It is not the conduct of a monk, it is not in accordance, it is not proper, it is not in accordance with the rules, this is not what a renunciate should do.' After rebuking in various ways, seeing the ten benefits of establishing the precepts, therefore my hearers should recite the root of learning the discipline in this way: 'If any monk speaks of the falls of evil deeds of a monk to one who has not taken the full ordination, he commits a fall.' Thus the precepts were established. The place is Shravasti. The persons are the Six Groups. The affliction is jealousy of the praise of others. The fault is speaking of the evil deeds of a monk to one who has not taken the full ordination. The origin of the permission is that the Buddha Bhagavan was dwelling in Anathapindika's monastery in Jeta Grove in Shravasti. In Shravasti, the monk Errava and the nun Kasama acted in various ways in the laity, so that many people lost faith in them. Then the monks reported to the Blessed One. The Blessed One said, 'Monks, you should appoint a monk to separately inform the laity of the monk Errava and the nun Kasama.' A monk who separately informs the laity, if he possesses five qualities, should not be appointed if he has not been appointed, and should be removed if he has been appointed. What are the five? Acting out of desire, acting out of hatred, acting out of delusion.

Not acting out of desire, not acting out of hatred, not acting out of delusion, not acting out of fear, knowing what has been done and what has not been done. For a monk who possesses the five qualities to make them understand from house to house, one who has not been appointed should be appointed, and one who has been appointed should not be dismissed. What are the five? Not acting out of desire, not acting out of hatred, not acting out of delusion, not acting out of fear, knowing the houses that have been done and not done. This is how to appoint. First, one should ask, "Monk so-and-so, are you willing to be a reconciling monk, and an unclear monk, to make them understand from house to house?" If he is willing, he should say he is willing. After that, he should prepare a seat, strike the ghanta, and admonish the monks with words of inquiry. When the entire Sangha is assembled and in harmony, one monk should make a request and then act. It should be said like this: "Please listen, venerable Sangha. For a reconciling monk, and an unclear monk, if many lay people do not have faith, they should be made to understand from house to house. Monk named so-and-so, if you are willing to be a reconciling monk, and an unclear monk, to make them understand from house to house, if it is the right time for the Sangha and it is permissible, please allow the Sangha, the Sangha will appoint the monk named so-and-so to make them understand from house to house. If this thing called "exhortation" is to be done, so that the monks immediately and the nuns and lay followers each understand, then, whichever venerable ones can tolerate appointing this monk called "monk" to make the lay followers each understand, please do not speak. Whoever cannot tolerate it, please speak. After the Sangha has tolerated and permitted it, the Sangha has appointed this monk called "monk" to make the lay followers each understand. Thus, not speaking is considered consent. The rule of universal conduct for a monk to make the lay followers each understand is as follows: a monk making the lay followers each understand should say this to the lay followers: Venerable ones, listen! Causing family disputes among lay followers, causing temple disputes in temples, like this: for example, if a terrible hailstorm falls on a rich rice field, the rice will wither, be wasted, become abnormal, and unusable; and if a disease called red appears in a rich sugarcane field, the sugarcane will wither, be wasted, become abnormal, and unusable. Venerable ones, do not accept the teachings taught by this monk and nun. Like these monks and nuns, like scorched barley grains, they are incapable of regeneration for this Dharma and Vinaya.
