Those who should create and those who should modify should know these definitions. Here, the establishment of the actual transgression is: if a bhikṣu intends to create discord, and says to another bhikṣu that so-and-so bhikṣu said such-and-such, then whatever word of discord is spoken becomes the actual transgression of committing discord. The two to be divided are both bhikṣus who have taken full ordination, and there is no fault in the same object. Here, falsehood and fault, and thinking that it is not appropriate, are not limbs, but the intention of dividing is itself a limb, so whatever intention of dividing, whether it is true or false, there is no fault in speaking differently. There is no fault in saying that a bhikṣu named so-and-so said this. There is no fault in establishing many on one basis. The agent of this is the intention of dividing itself, and the two to be divided are both bhikṣus. Here, possessing the limbs becomes an actual transgression, that is, the intention of dividing itself, and the two to be divided are both bhikṣus, and one's own words, and speaking face to face, and the other person understanding the meaning. Among these, if the limbs are not complete, there is a fault according to the circumstances. There is no offense for those who are beginners, those who are insane, those whose minds are disturbed, and those who are afflicted by feelings. What is to be learned is that in all the lands of the monks, at all times, one should not cultivate in any way that which leads to the offense of creating discord. The method of restoration is the same as before. The third offense of creating discord has been explained. The basis for the offense of causing disturbance is as follows: The Buddha, the Blessed One, was dwelling in Jetavana Grove, Anathapindika's Park, in Shravasti (舍衛城). At that time, the group of six monks, knowing that the Sangha had harmoniously settled a dispute according to the Dharma, still caused disturbance with their actions. "This dispute has not been well resolved, nor has it been well pacified; let us resolve it again. This dispute has not been well investigated, nor has it been well examined; let us examine it again. This dispute has not been well calmed, nor has it been well quieted; let us quiet it again." The monks repeatedly tried to settle the dispute, causing much work and many actions, leading them to neglect memorization, reading, recitation, yoga, mindfulness, and inner mental stability, diverting them to other things. The monks with few desires criticized, abandoned, and reproached them. At that time, the monks reported this matter to the Blessed One. Then, the Blessed One, because of this event, this origin, and this circumstance, convened the Sangha of monks and addressed the group of six, saying, "What you have done is not the way of a Shramana, not in accordance with the Dharma, not proper, not in accordance with the rules; it is not what a renunciate should do." After criticizing them in various ways, seeing the ten benefits of establishing the precepts, he said to his disciples, "You should recite this precept in this way: 'Again, if any monk, knowing that the Sangha has harmoniously settled a dispute according to the Dharma, still causes disturbance with his actions, he commits an offense of downfall.'"
