There is no censure in speaking. The doer of this, if he speaks anything thinking it is without fault, there is no censure. Even if it becomes unpleasant, or if it does not become unpleasant, there is no censure. Establishing many on one basis, there is no censure. The doer of this is, wanting to speak of faults, and the other person is a bhikshu. For this, with five limbs, it becomes a real offense: the other person is a bhikshu, wanting to speak of faults, one's own language, speaking anything thinking it is without fault, and the other person understands the meaning. From these, if the limbs are incomplete, then censure accordingly. The offense of action is a misdeed, if one starts the action of speaking of offenses, until one does not reach the real thing, it is a misdeed. For the real thing, for each different action started, there is a misdeed. When wanting to speak of a person's faults, thinking that one should speak of faults, this is action, therefore it is a misdeed. A person's goer, because it is an imputed limb, therefore for a non-human goer it is a misdeed. For an animal, it is a misdeed, then censure. For expression, because understanding the meaning is a limb, therefore the listener not understanding the meaning due to natural decay etc., it is a misdeed. For householders and non-Buddhist renunciates, and renunciates of this Dharma who have declined, and those with inconsistent names, and those who have not received full ordination, it is a misdeed. Other than thinking it is without fault, for the royal caste and Brahmin caste etc., it is a misdeed. For what is not a fault, merely speaking idle words, it is a misdeed. The offense of the action of action is a subtle misdeed, for however many actions there are, there are that many actions of action, the action of the misdeed of action is also that many subtle misdeeds. There is no offense because one does not want to speak of faults, therefore for the aspect of praise there is no offense. For the first worker, and the madman, and the disturbed mind, and those oppressed by feelings, there is no offense. What should be learned is that a bhikshu in all places, in all situations, all the ways that become an offense of speaking of faults are

One should train to rely on it. Reversal is as before. The downfall of speaking from fault has been explained. The basis of the downfall of making discord is: The Buddha Bhagavan was dwelling in Shravasti, in the Jeta Grove, Anathapindika's Garden. At that time, the group of six monks were constantly engaging in discord among the monks. As a result, the monks became arrogant, lowly, and discouraged, and did not enjoy upholding, reciting, lecturing, yoga, contemplation, and even abandoned the inner peace of their minds. In this way, the stream of Dharma-related habits that had been accumulated for a long time was also cut off. A few virtuous monks were rebuked, abandoned, and insulted. At this time, the monks reported to the Bhagavan. After that, the Bhagavan, because of this event, this origin, and this occasion, gathered the Sangha of monks and rebuked the group of six monks, saying, "This is not the conduct of a Shramana, it is not in accordance, it is not appropriate, it is not suitable, this is not something that a renunciate should do." After rebuking them in various ways, he also said, "If one were to engage in discord with beings born in the animal realm, one would still want to kill them, what need is there to mention people?" He proclaimed the teachings of the past. Seeing the ten benefits of establishing the precepts, he said, "My Shravaka disciples, should recite this training ground of discipline as follows: If a monk makes divisive speech, he commits a downfall." The place where the precept was established was Shravasti, the object was the group of six monks, the affliction was the mind of discord, and the offense was making divisive speech to the monks. The term "making divisive speech to the monks" refers to speaking words, terms, names, sounds, utterances, definitive words, the path of words, the sound of words, the actions of speech, and the expressions of speech with the intention of creating discord among the monks. The term "commits a downfall" is as before. So, how does one become a downfall? Here too, the downfall is established by the actual deed, the preparation, and the preparation of the preparation, as well as the absence of downfall,
