How does a transgression occur? Here, too, one must understand the characteristics of this by distinguishing transgressions through the basis, the preparation, and the preparation of the preparation, as well as the absence of transgression, what should be learned, and what should be rectified. Now, here, the distinguishing of the transgression of the basis is: if a bhikṣu ordains someone as a bhikṣu, and that person has not yet reached the age of twenty, and the bhikṣu knows this, yet the preceptor himself ordains him, then ordaining someone who has not reached the age of twenty becomes the basis for a transgression. There is no fault in ordaining someone who has not reached the age of twenty. There is no fault in being aware of this. There is no fault in having doubts. There is no fault whether it is a male or a female. There is no fault in being the preceptor himself. There is no fault in having ordained him. The agent here is the one who ordains, the one who is primarily aware that the person has not reached the age of twenty. Here, the transgression of the basis occurs through five limbs: the one to be ordained, the fact that he has not reached the age of twenty at that time, being aware of this, being the preceptor himself, and ordaining him as a bhikṣu. If these limbs are incomplete, there is a fault accordingly. The transgression of the preparation is a misdeed: as long as one engages in the preparation for the transgression of ordaining someone who has not reached the age of twenty, until one reaches the basis, it is a misdeed. For each different preparation engaged in for the basis, there is a misdeed. The transgression of the preparation of the preparation is a minor misdeed: as many preparations as there are, there are that many preparations of the preparation; the preparation is the preparation of a misdeed, which is also a misdeed, i.e., a minor misdeed. The absence of transgression is when there is no awareness of this, and when there are no doubts. There is no transgression for a beginner, one who is insane, one who is mentally disturbed, or one who is afflicted by feelings. What should be learned is: a bhikṣu should not rely on any of the actions that would cause him to commit the transgression of ordaining someone who has not reached the age of twenty, in all places and at all times.

It should be done this way. The preceptor who ordains a Bhikshu should not fail to inquire whether he is twenty years old. Other monks belonging to that Bhikshu other than the preceptor should also not fail to inquire. If it is not certain that he is twenty years old, he should not be ordained. In any case, one who is twenty years old can receive the full ordination. If one is not twenty years old, but mistakenly thinks he is, he can also receive the full ordination. If one does not know the age, does not remember the year, or has doubts about whether he is twenty years old, if he mistakenly thinks he is twenty years old, he can also receive the full ordination. If one is not twenty years old and receives full ordination, and mistakenly thinks he is not twenty years old, then the previously received precepts will be invalid. If after receiving full ordination, the thought arises that he is not twenty years old, but the Bhikshu becomes twenty years old thereafter, then the previously received precepts will not be invalid. If one receives full ordination before the age of twenty, and doubts arise about this, then the months spent in the womb and the missing months can be added. If after adding them, one is twenty years old, then the previously received precepts will not be invalid. However, when receiving full ordination, these months should not be added to the calculation. The remedy is as before. The seventy-second transgression of ordaining one who is not twenty years old has been explained. The origin of the transgression of digging the earth is that the Buddha Bhagavan was residing in Jeta Grove, Anathapindika's Garden in Shravasti. At that time, the group of six Bhikshus were digging the earth with their own hands, having others dig the earth, turning over the soil, having others turn over the soil, drawing water for irrigation, and having others draw water for irrigation. Other heretics and knowledgeable people ridiculed them, saying: These Shakyaputra monks are digging the earth with their own hands, having others dig the earth, turning over the soil, having others turn over the soil, drawing water for irrigation, and having others draw water for irrigation. Brahmins and householders also do this, so what is the difference between these Shakyaputra monks and Brahmins and householders? What is the idea? What is the difference? Who will offer alms to these bald-headed monks?
