There is no blame for anything that is incomplete. There is no blame for those two dharmas that lead to defeat, and for the lapsed and unlapsed sangha remnants. There is no blame for any common dharma of the sangha remnants. There is no blame for the listener himself, and for human beings, whether householders or renunciates, whether male or female, or hermaphrodites, etc. There is no blame for understanding through means of expression, whether direct, indirect, letters, epistles, or symbols, etc. For those uncorrupted individuals, they will fall through ten bases: transforming the perception of what is unseen, unheard, and unsuspected, and saying, "I have seen it," "I have heard it," or "I suspect it," these three; and transforming the perception from forgetting what was heard and forgetting what was suspected, and saying, "I heard it but did not say it," or "I suspected it but did not say it," these two; and believing what was heard and saying, "I have seen it," or not believing what was heard and saying, "I have not seen it," or suspecting what was heard and saying, "I have seen it," or not suspecting what was heard and saying, "I have seen it," or suspecting what was suspected and saying, "I have seen it," these five. Thus, there is no blame for speaking any of these ten bases. For those who pretend that pure individuals are impure, they will also fall through those ten bases. For corrupted, impure individuals, they will fall through eleven bases: transforming the perception of what is unseen, unheard, and unsuspected, and saying, "I have seen it," "I have heard it," or "I suspect it," these three; and transforming the perception from forgetting what was seen, forgetting what was heard, and forgetting what was suspected, and saying, "I saw it but did not forget it," "I heard it but did not forget it," or "I suspected it but did not forget it," these three; and believing what was heard and saying, "I have seen it," or not believing what was heard and saying, "I have seen it," or suspecting what was heard and saying, "I have seen it," or not suspecting what was heard and saying, "I have seen it," or suspecting what was suspected and saying, "I have seen it," these five. Thus, there is no blame for speaking any of these eleven bases. For those who pretend that impure individuals are pure, they will also fall through those eleven bases. There is no blame for names and views that are not of one's own side. Doubt is similar to perception, so there is no blame for denigration accompanied by doubt.
