I gathered the butter lamps and oil lamps, opened all the doors, knocked on the roof, applied oil, and after knowing the time, laid out the cushions. I scattered incense around the stupa and stood on top of the temple to begin ringing the bell. Then, that group of sixteen people, awakened by the sound of the bell, came out of their respective rooms holding their bowls. They saw the monastery manager running back and forth alone, and they said to each other: "Venerable ones, this person is running back and forth alone, hasn't anyone among us helped him?" One person said: "What occurred to me was that I overslept. Why can't sixteen people get up?" Similarly, others also said that. Others also said that, everyone said that. Then those sixteen people said: "Venerable ones, this person is the first to go to all our urgent matters, if we don't help him, then we have done wrong, he will scold us, let's ask for forgiveness immediately after eating." After they finished eating, they began to ask for forgiveness, the young ones grabbed his feet, the old ones hugged him from the neck, saying: "Venerable one, please forgive us." But he didn't say anything. He had a very close friend, that person made a "ga ga tsi" gesture, and then started laughing, also saying "Forgive me." They thought: "This is a good method," so others also made the "ga ga tsi" gesture, and similarly, everyone made the "ga ga tsi" gesture, at which point a gust of wind suddenly rushed up and he passed away. They began to cry and mourn, and the monks and attendants saw them looking depressed and said: "Why are you depressed?" They explained the situation in detail. Some taciturn monks scolded: "Why are the monks making 'ga ga tsi' gestures with their fingers at the monks?" They began to accuse, began to curse. The monks reported this matter to the Blessed One. Then, the Blessed One understood what had happened.

This is the beginning. At this time, the Buddha gathered the Bhikshu Sangha, and because of the faults of the seventeen groups of Bhikshus, they committed acts that were not in accordance with the Bhikshu's status, not in accordance with the Dharma, not proper, and not in accordance with the rules, and were condemned in various ways, considering these acts should not be done by renunciates. The Buddha thoroughly observed the ten benefits of establishing precepts, and therefore admonished his Shravaka disciples to recite the root of this precept as follows: If one scratches with a finger, one commits a Patayantika offense. The Buddha established the precept in this way. The location is Sravasti. The people are the seventeen groups of Bhikshus. The affliction is carelessness. The offense is scratching a Bhikshu. Among them, "If one scratches with a finger" means with the intention of scratching with a finger, performing the body's actions, behaviors, and postures. "One commits a Patayantika offense" is as mentioned before. So, how is a Patayantika offense constituted? Here, the characteristics of this precept should be understood through the determination of Patayantika offenses by the main act, the preparatory act, and the preparatory act of the preparatory act, as well as non-offenses, what should be learned, and repentance. Among them, the determination of the main act of the Patayantika offense is: If a Bhikshu whose bodily functions are intact, with the intention of teasing another Bhikshu whose bodily functions are intact, uses a finger, fist, elbow, shoulder, head, chest, back, waist, thigh, knee, buttock, or toe, etc., any part of his own body (except clothing), to scratch any part of the other person's body (except clothing), whether it is one or multiple touches, in general, it constitutes one main act of the Patayantika offense of scratching. If both Bhikshus' bodily functions are intact, and there are things like clothes as an interval, there is no fault. There is no fault for parts belonging to bodily functions such as fingers, fists, elbows, shoulders, head, chest, back, waist, thighs, knees, buttocks, and toes. There is no fault for the intention of actions, behaviors, and postures of the body such as wanting to cause itching, contraction, and trembling. Not every touch constitutes a Patayantika offense, but in one or multiple touches, in general, it constitutes a Patayantika offense.
