If a monk touches the lion, he will commit a serious offense." Then, the lion, the king of beasts, cut off his own food and developed great faith in the Blessed One. When the time was ripe, he was born among the gods of the Four Great Kings and came before the Blessed One. The Blessed One understood the previous thoughts, habits, faculties, and nature of the lion-god, and caused him to attain the fruit of stream-entry. The Blessed One also extensively narrated his past experiences. After that, when the Blessed One was wandering in Magadha, he came to Rajagriha and stayed in the Bamboo Grove, the Kalandaka residence in Rajagriha. At that time, the group of six monks were playing with fire, sometimes making a moon, sometimes a sun, and sometimes a wheel of fire. Other non-Buddhists and knowledgeable people ridiculed them, saying, "These monks of the Shakya clan are playing with fire, sometimes making a moon, sometimes a sun, and sometimes a wheel of fire. Even children do that. What is the difference between knowledgeable people, children, and these monks of the Shakya clan? What is the idea? What is the difference? Who would give alms and offerings to these bald-headed monks?" They slandered, mocked, and reviled them. At that time, the monks reported this matter to the Blessed One. Then, because of this event, this origin, and this occasion, the Blessed One convened the Sangha of monks and rebuked the group of six monks: "This is not the behavior of a monk, it is not in accordance, it is not proper, it is not in accordance with the rules, this is not something that a renunciate should do." The Blessed One condemned them in various ways and truly saw the ten benefits of establishing the precepts, therefore my disciples should learn to be disciplined.

The basis for permission is that the Buddha, the Bhagavan, established that if any bhikkhu touches fire or causes someone to touch it, he commits a downfall, thus the hearers uphold the root of the training. Bhikkhus! From now on, one should not offer incense to the stupas of the Tathagata's hair relics and nail relics, nor should one light butter lamps, nor should one offer hot water to the preceptors and abbots, nor should one do the work of the bowl, nor should one do the work of colors. The Buddhas, the Bhagavatans, do things knowingly, so the Bhagavan rebuked the venerable Ananda, and the venerable Ananda extensively reported this matter. The Bhagavan taught: Ananda! Therefore, one should bless the time, for the sake of the Buddha, Dharma, Sangha, preceptors, abbots, and those who practice the same Brahmacharya, for the sake of activities in accordance with the Dharma, one should bless the time. When the bhikkhus were doing the work of the bowl and the work of colors, they repeatedly forgot and touched the fire, and they regretted it, and the bhikkhus reported this matter to the Bhagavan, and the Bhagavan taught: One should bless for a long time.
