One day, he went out for a walk and placed his seat under a tree. He sat alone in seclusion and began to meditate. Then, Niga came and said to him, 'Teacher, place your seat under the tree and please sit there.' Niga went there, covered his head with a cloth, and sat down. But he did not find satisfaction there, so he got up and began to look around in all directions. After a while, he saw a girl parting the hedges of Jetavana. Niga went over and said, 'Girl, why are you parting the hedges of Jetavana?' The girl smiled. Niga grabbed her arm and hand, smelled them, and kissed her. Then he went to Dharma and asked, 'Dharma, did you see anything?' 'Teacher, I saw everything except covering your head.' 'Dharma, don't tell anyone.' 'Teacher, I will not tell anyone until I see a naturally existing Bhikkhuni.' Niga said, 'If I conceal the faults of your teacher, will you not conceal mine?' The teacher said, 'Even if you conceal it, I will not conceal it.' When he said these words, he told the monks about it. The monks who were of few desires rebuked, 'Why do monks knowingly conceal the faults of a monk?' They condemned, they complained. At that time, the monks reported this matter to the Blessed One. Then, the Blessed One, because of this event, because of this origin, because of this situation, gathered the Sangha of monks and rebuked Niga, saying, 'This is not the conduct of a Samana, it is not in accordance, it is not appropriate, it is not in accordance with the rules, this is not something that a renunciate should do.' He condemned him in various ways. Because he fully saw the ten benefits of establishing the precepts, my Sravaka disciples should recite and study the basis of the precepts in this way: 'If any monk knowingly conceals the faults of a monk, he commits a Patayantika offense.' He established the precept. The place was Sravasti. The person was Niga. The affliction was offense.

That which was composed. The offense is knowingly concealing a Bhikshu's offense. Among these, what is a Bhikshu? It is a son of the Shakya, Nanda, or another such person. 'Knowingly' means that one becomes aware of it oneself or others speak of it. 'Bhikshu' refers to one who possesses this Dharma. 'Root of offense' refers to two types of offenses: those that cause defeat and those that cause a remainder of the Sangha. Why are these called the root of offense? It is from their very nature and from their arising. 'Concealing' means hiding. 'Offense' is as previously stated. So, how does an offense occur? Here also, the characteristics of this should be understood through the actual basis, the preparation, the preparation of the preparation that establishes the offense, the absence of offense, what should be learned, and what is to be restored. Here, the establishment of the actual basis of the offense is: if a Bhikshu knowingly conceals a Bhikshu's offense that causes defeat and the offense of the remainder of the Sangha, except for the possibility of discomfort, interruption of monastic discipline, interruption of pure conduct, and the possibility of disruption of the Sangha, at the end of the first light of dawn of one day and night, it becomes the actual basis of the offense of concealing the offense. If a Bhikshu knows that another has committed an offense that causes defeat or an offense of the remainder of the Sangha, and conceals it while doubting, there is no fault. If not concealing it would lead to discomfort, interruption of monastic discipline, interruption of pure conduct, or the possibility of disruption of the Sangha, then concealing a Bhikshu's offense that causes defeat and the offense of the remainder of the Sangha is without fault. Because of these reasons, there is no offense in concealing it. Among these, the possibility of discomfort means that if this basis were not concealed, suffering such as danger to one's life would occur to oneself. The possibility of interruption of monastic discipline means that if this basis were not concealed, an obstacle to the noble path would occur to oneself.
