If one accuses anyone of a fault that leads to defeat and decay, by any means, it becomes a Saṃghāvaśeṣa. In this case, too, five limbs constitute the root downfall: the desire to cause decay, accusing with false words that dwell on another, having taken full ordination, the dharma that leads to defeat, and understanding the meaning. If these limbs are incomplete, then blame is given accordingly. If a bhikṣu sees a bhikṣu committing a pārājika, a Saṃghāvaśeṣa, a prāyaścittika, a pratideśanīya, or any duṣkṛta offense, and he has no offense, or he has obtained a Saṃghāvaśeṣa, a prāyaścittika, a pratideśanīya, or any duṣkṛta offense, and then he changes his mind and says, "I saw the bhikṣu committing a pārājika offense," then there is no blame for anyone, because it becomes a Saṃghāvaśeṣa. The beginning of the Karma Discourse: The Buddha, the Bhagavan, was residing in Rajagriha, in the grove of light, at the place called Kalandaka. Those monks who had attained miraculous powers would gather jambu fruits from the jambu tree (known as Jambudvipa by the name of the tree), which possessed color, fragrance, and taste. Nearby were groves of myrobalan, bilva, and kapittha. From there, they would gather fruits with color, fragrance, and taste, fill their bowls, and enjoy them themselves. If there was any left over, they would distribute it to the other monks.
