Changing the perception of seeing, not hearing, and not doubting, and saying "I saw it," "I heard it," or "I doubted it," these three, and forgetting what was seen and heard, forgetting what was doubted, and changing the perception and saying "I saw it and didn't forget it," "I heard it and didn't forget it," or "I doubted it and didn't forget it," these three, and believing what was heard and saying "I saw it," not believing what was heard and saying "I saw it," doubting what was heard and saying "I saw it," not doubting doubt and saying "I saw it," doubting doubt and saying "I saw it," these five, thus in these eleven situations, there is no fault in saying any of them. For an impure person pretending to be pure, these eleven situations will also lead to a downfall. Regarding names and views, if it is not one's own side, there is no fault. Doubt is similar to perception, so there is no fault in slandering with doubt. These three situations are different, so there is no fault in mixing them up. Forgetting is similar to non-existence, so there is no fault in slandering due to forgetting. The truth of meaning is the cause of not lying, so even if the truth declines, if perception is changed without basis, then there is no fault in the decline of the truth. When a monk adopts the form of other beings, there is no fault in the existence of the monk's perception. There is no fault in the similarity of good and bad things. There is no fault in the realm of common downfall where the name has changed. There is no fault in being born from other beings and adopting the form of other beings. There are many faults in obtaining other states. There is no fault in establishing multiple precepts on one basis itself. There is no fault in entering with thought due to doubting things. There is no fault in thinking and not thinking about the object. There is no fault in doing it for the benefit of oneself and others. The author here is, wanting to decline, groundlessly slandering the monk with the Dharma that causes defeat. For this, the fundamental downfall occurs with five limbs: wanting to decline, groundlessly slandering, taking full ordination, the Dharma that causes defeat, and understanding the meaning. If the limbs are incomplete, there is fault accordingly. The downfall of the application is preparing to slander groundlessly.

From the beginning until the actual act is not reached, the offense becomes grave. If one slanders without relying on evidence, the offense is grave. Therefore, if a monk without male genitals, like a eunuch, or a nun without female genitals, like a woman who is not a woman, slanders, the offense is grave. If one slanders without mentioning the name of what should be abandoned, the offense is grave. If a monk relies on the appearance of another being, without the perception of a monk, the offense is grave. If it is understood as a non-human being, the offense is grave. For an offense involving union, if one begins to slander without basis, until the union is not reached, it is a misdeed. If one slanders out of anger, arrogance, or impulsiveness, it is a misdeed. If it is understood as an animal being, it is a misdeed. If one slanders someone who has not taken full ordination, it is a misdeed. If one slanders the Tathagata with malicious intent by drawing blood or causing division in the Sangha, it is a misdeed. If one makes excuses, saying "I thought and spoke" without those three bases, it is a misdeed. If a Sangha remnant slanders, it is a downfall. If one slanders with another downfall, it is a misdeed. If one slanders with a misdeed, it becomes a minor misdeed. For an offense involving union, for each different union that is committed, each one becomes a misdeed. There is no offense for a pure person who has not degenerated if they are based on five grounds: not seeing, not hearing, and not suspecting, without changing the perception, saying "I did not see," "I did not hear," or "I do not suspect," these three; and forgetting after hearing, and forgetting after suspecting, without changing the perception, saying "I heard but forgot," or "I suspected but forgot," these two. Thus, whichever of these five grounds is spoken, there is no offense. For a pure person, and for one who pretends to be pure, there is also no offense based on those five grounds. For a degenerate, impure person, there is no offense based on six grounds: seeing, hearing, and suspecting, without changing the perception, saying "I saw," "I heard," or "I suspected," these three; and not forgetting after seeing, not forgetting after hearing, and not forgetting after suspecting, without changing the perception, saying "I saw but did not forget"
