Having seen the ten things as they are, my disciples who are hearers should also declare this basis for learning the Vinaya as follows: If a monk is having a house built for the sake of what I have begged for that is ownerless, then that monk should have the house built according to the measure. The measure of the house is this: in the interior, twelve Sugata cubits in length and seven cubits in width. In order to inspect the site, that monk should lead monks. The monks who are led should also inspect the site to see if it is suitable, without dispute, and able to be started. If a monk thinks that the site is unsuitable, or with dispute, or unable to be started, but has a house built for the sake of what I have begged for that is ownerless, or does not lead monks to inspect the site, or does not show the site to the monks who are led, or exceeds the measure, it is a Sanghadisesa. The place was Sravasti. The persons were many monks. The defilement was desire and hatred. The offense was building a house. Among these, "monk" means the one who holds this Dharma. "What I have begged for" means begging that arises from intention; from some, it is wood; from some, it is grass; from some, it is human labor; from some, it is the labor of vehicles. "Ownerless" means that which has no owner, male, female, or hermaphrodite. "For my sake" means for oneself. "House" means that which can contain the four postures: walking, standing, sitting, and lying down. "To have built" means by oneself or by another. That monk should have the house built according to the measure. The measure of the house is this: in the interior, twelve Sugata cubits in length and seven cubits in width. Among these, "Sugata" means the teacher, whose cubit is half a krosha and a do that is in accordance with the measure. Therefore, the twelve Sugata cubits are eighteen cubits that are in accordance with the measure. In the interior, eighteen cubits that are in accordance with the measure. The seven Sugata cubits are eleven and a half cubits that are in accordance with the measure, and the interior width is eleven and a half cubits. In order to inspect the site, that monk

Regarding the statement "The monks should be led," the phrase "for the sake of examining the ground" means to examine whether the ground is suitable, without disputes, and can be built upon. The phrase "that monk" refers to whichever monk it is. The phrase "the monks should be led" means that there are monks there, but it is not the case that all the monks who can see those grounds should be led. If there is a place of spirits, a place of evil, a place of insects, or a place of ants, it should not be indicated because it is not suitable. If it is suitable, then it should be carefully examined afterward. If it is the ground of a king, the ground of a stupa, the ground of a householder, the ground of a heretic, the summer retreat house of a nun, or if there are trees to be cut down, it should not be indicated because it involves disputes. If the ground is suitable and without disputes, then the surrounding area within a fathom should be carefully examined. If there the ground relies on a river, relies on a well, relies on a road, or relies on a cliff, it should not be indicated because it cannot be built upon. If that ground is suitable, without disputes, and can be built upon, and is fully complete in all aspects, then that monk should go to the monastery, prepare a seat, strike the ghanta (bell), and admonish the monks with words of inquiry. After the entire Sangha has gathered and is in harmony, he should take off his two shoes, expose one shoulder, prostrate according to seniority, squat next to the elders, join his palms, and say these words: "Venerable Sangha, please listen. I, the monk, whose Dharma name is so-and-so, have found a suitable, undisputed, and buildable ground for a house. I, the monk, whose Dharma name is so-and-so, request the Sangha to indicate a suitable, undisputed, and buildable ground for a house. Out of compassion, please, venerable Sangha, indicate to me, the monk, whose Dharma name is so-and-so, a suitable, undisputed, and buildable ground for a house." Repeat this twice or three times. This is for the house...
