世尊说,说是阻碍之法。说妄语是自性罪,因此,未受具足戒者、已失戒者、造无间罪者、持邪见者、住于异地者、住于差别处者,即使他们说了,也是阻碍增上生和决定胜。比丘安住于自性,如果说了,则是自性罪和嘎娘(藏文音译,意为双重)更加行持,因此更加阻碍增上生和决定胜。此处说,如果超越仪轨,则业不成。业是指祈请、陈述、诵别解脱戒、解制之业,以及一百零一种业。仪轨是指僧众圆满、陈述业、作法。二者的法并非不做之事,不和合之事不做,僧团不做之事。此处诵别解脱戒是布萨之业,因为那不是法,所以不做,这是与错乱者一起不做业等。此处有堕罪者是与错乱者一起的,如果明知而不忏悔,明知而说妄语,也是从自性中退失,因此,未忏悔或未加持者如果作布萨之业,则有业不成的其他过患。其后将要解释清净之利益的支分之义。因此,比丘想要使所犯堕罪完全清净,是指即使仅仅是明知而说妄语的罪过,也想要完全清净。对于有堕罪者,应当忆念并见到而忏悔,是指应当作忏悔、禁戒、加持中任何应作之事。如果如此忏悔是清净的,那么清净的利益是什么呢?因此说,如果忏悔,则将触及安乐而住。如果忏悔,则将获得十种戒律的利益,并将触及增上生和决定胜的安乐而住。十种戒律的利益是获得无悔的次第,从而获得最极欢喜为先导之法。

The Blessed One said that it is a Dharma that obstructs. Speaking falsehood is a natural transgression, therefore, those who have not received full ordination, those who have lost their vows, those who have committed unpardonable sins, those who hold wrong views, those who reside in other places, and those who reside in different places, even if they speak, it obstructs higher rebirth and definite goodness. If a Bhikshu abides in his own nature and speaks, then it is a natural transgression and a 'ga nyig' (Tibetan transliteration, meaning double) further practiced, therefore it further obstructs higher rebirth and definite goodness. Here it is said that if one goes beyond the ritual, the karma will not be established. Karma refers to petition, statement, recitation of the Pratimoksha, the act of lifting restrictions, and one hundred and one kinds of karma. Ritual refers to the Sangha being complete, stating the karma, and performing the action. The Dharma of the two is not something that should not be done, things that are not in harmony should not be done, and things that the Sangha should not do. Here, reciting the Pratimoksha is the act of Uposatha, because that is not Dharma, so it should not be done, this is doing karma with those who are confused, etc. Here, having committed a transgression is being with those who are confused, and if one knowingly does not confess, knowingly speaks falsehood, it is also a loss from one's own nature, therefore, if those who have not confessed or been blessed perform the act of Uposatha, there is another fault of the karma not being established. After that, the meaning of the branch of the benefit of purification will be explained. Therefore, a Bhikshu who wishes to completely purify the transgressions he has committed means that he wishes to completely purify even the mere transgression of knowingly speaking falsehood. For those who have transgressions, they should remember and see and confess, which means that they should do whatever is appropriate among confession, restraint, and blessing. If such confession is purification, then what is the benefit of purification? Therefore, it is said that if one confesses, one will touch and abide in happiness. If one confesses, one will obtain the ten benefits of morality, and will touch and abide in the happiness of higher rebirth and definite goodness. The ten benefits of morality are obtaining the Dharma that is preceded by the supreme joy in the order of no regret.

After that, the meaning of the concluding part of the recitation will be explained. "Venerable ones, I have declared the beginning of the meaning of the Pratimoksha Sutra," in which "beginning" refers to the cause of the many recitations that arise. "Declared" is said for the purpose of concluding the meaning of the vow, and for the purpose of making the listeners happy. After that, the meaning of the part of establishing the beginning will be explained. Among them, "that" refers to the place where the beginning is shown. "What" refers to complete inquiry. "Here" refers to the Uposatha. "You" refers to you all. "Are you pure?" refers to whether there has been no transgression, which is a general question. "Ask" refers to the first question. "Ask twice or three times" means that you must only ask three times, so it is said twice or three times.
