The so-called "asking separately and the monks answering" refers to an example of showing the means of establishing the topic. For example, at the time of the Uposatha, the monks, before gathering at the place of the Uposatha, only separately recall the transgressions of the past half month up to the end of the previous Uposatha. If they know and see the transgressions, they request an opportunity to confess before one monk. When confessing the transgressions, the monk who grants purification asks, "Do you see the transgressions?" and the answer is, "I see them." Then he asks, "Will you guard against them in the future?" and the answer is, "I will guard against them." He asks three times, and the monk also answers three times. Similarly, for such a community of monks, it should also be proclaimed three times, which is the very meaning of showing the means of establishing the topic. The so-called "for such a community of monks, also" refers to the community that recites the Pratimoksha Sutra. The so-called "should be proclaimed three times" refers to the words of proclaiming the establishment of the topic below, that is, "Thus, I say to the venerable ones: Are you pure in this?" Thus he asks. "Are you pure in this?" Thus he asks twice, three times. "If the venerable ones are pure in this, then it is regarded as such by not speaking." When it appears once from the following words, when it is said once, it is called "asking," and when it is mentioned two or three times as "asking," that itself is a three-fold announcement. However, the statement of the topic of discussion to be announced should not be repeated three times. The so-called "having a downfall" means not having corrected it back according to the Dharma before. The so-called "knowing and not confessing" means that here the one who mainly acts with consciousness, so not remembering has no downfall, but knowing and not confessing will lead to a downfall. Doubt is similar to consciousness, so even if one does not abandon the food of doubt, a downfall will occur here. The so-called "knowingly telling a lie" means that there are five kinds of lies: leading to defeat, leading to sangha residue, leading to a gross offense, leading to a downfall, and leading to a misdeed. Among them, the lie that leads to defeat is to change consciousness and say that one has superior human qualities. The lie that leads to sangha residue is to change consciousness and slander without basis or slightly. The lie that leads to a gross offense is when making a division of the sangha, knowingly declaring what is not Dharma as Dharma to the assembled sangha, or declaring Dharma as not Dharma. This is the gross offense in the case of a lie that leads to defeat. The lie that leads to a downfall is to change consciousness towards the object of understanding, speaking a lie other than the previous three and the lie that leads to a misdeed. Speaking a lie is distinguished according to consciousness, not according to the thing itself. The lie that leads to a misdeed is shown by this very occasion, when asked at the posadha, "Are you completely pure in this?" up to three times, knowingly not speaking when impure and passing by, so it is said to be a misdeed. Therefore, the misdeed is complete, but not of the mind, because there is the expression of verbal change and so on.
