It is so. If even that is not possible, it is the third action. If even that is not possible, then all should recite in turn. When it is one's turn, if one cannot recite, it should be entrusted to another. If that is not possible, the Sangha should entrust it to that person. If the reciters pronounce the words without even half a mistake and well, then it will not be accomplished other than by recitation. If there is hesitation during recitation, the rest should be recited by others. If one only holds fragments, then as many as have protected the scriptures, so many should be cut into sections and recited. The reciter recites the five aspects of the Pratimoksha Sutra: reciting the introduction, reciting the Parajika, reciting the Sanghavasesa, reciting the Aniyata, and reciting the whole. Reciting the introduction means that it is not reasonable to recite only the complete part. Having recited the introduction, the rest can be accomplished by hearing the proclamation. Also, having recited the introduction, and having started reciting the Parajika, the entire section of the Parajika should be recited completely. Having recited the Parajika, and having started reciting the Sanghavasesa, the entire section of the Sanghavasesa should also be recited completely. Having recited the Sanghavasesa, and having started reciting the Aniyata, the entire section of the Aniyata should also be recited completely. That is to say, the sections up to the Parajika, the Sanghavasesa, and the Aniyata, once the recitation has begun, whatever is started, that section itself should be completed. The sections from the Nissaggiya Pacittiya downwards, once the recitation has begun, the rest of the entire Pratimoksha Sutra should be recited completely, which is also called reciting the whole. Those sections that have been started should be completed, and if they are not completed, it will not be accomplished. If one goes begging in a state of fear, and the beggars are of the same meaning, if they cannot stay, they should recite while walking. This is done because the work does not cease, as it is said, it is a special case. If one does not utter the sound, one should recite in brief. If one does not recite even that, one should bless it. If one recites with what is not Dharma, it is not accomplished. That is to say, the one to be recited and its retinue, the time, and the reciter, etc., if they are not taken as they are, that is the Dharma here.

It is not the place. Improperly holding and reciting means reciting miscellaneous content other than the Pratimoksha Sutra. Improperly holding its quantity means not reciting the Nidana, and not completing the remaining parts by announcing the hearing. Improperly holding its time means reciting at times other than the Uposatha day. Improperly holding the reciter means reciting by those who do not possess the vows, signs, views, and discipline of a Bhikshu. If only one Bhikshu resides, he should repair the monastery, clean it, smear the ground with cow dung, arrange the lion throne, light lamps, and prepare for listening to the Dharma. After that, sit down in a dignified manner and look in the four directions. If pure Bhikshus with consistent views come, say, "Venerable ones, please come quickly! Today is the fifteenth day of the Sangha's Uposatha." Then sit down with them and hold the Uposatha. If it can be completed, that is good; if it cannot be completed, that Bhikshu should bless it. Do it like this: he sits on his seat, generates this thought, and also says, "Today is the fifteenth day of the Sangha's Uposatha, and my Uposatha as a Bhikshu, whose name is so-and-so, is also the fifteenth day. I, as a Bhikshu, whose name is so-and-so, have purified all obstructing Dharmas." I also say, "I pray that the gods accept my complete purity. I, as a Bhikshu, whose name is so-and-so, bless the Uposatha today in order to perfect the aggregate of morality." When a Sangha assembly is obtained, one should extensively practice the Uposatha together with the Sangha, and recite the Pratimoksha Sutra. Repeat this twice or three times. In a place where two Bhikshus reside, the same procedure should be followed. If it is not completed even after waiting until the end of the time, one should squat in front of each other and say to each other, "Venerable or long-lived one, please listen, today is the Sangha's
