I have committed offenses against those things that cannot be established as terms of trade, such as grass and stones, which have been transformed into the forms of jewels, coins, conspicuous objects, ornaments, and conch shells. I have committed offenses against the eighteen fundamental combinations, such as saying, "Give me this," "Give me from here," "Give me this much," and so on. The downfall of combination upon combination is a minor offense. As many combinations as there are, there are as many combinations upon combinations. The combination upon combination of an offense of combination is also an offense, a minor offense. Among these, first, thinking in the mind is a minor offense of combination upon combination. Then, combining with body and speech is the actual offense of combination. Then, the final completion is the actual object of an expiable offense, and this should be understood. There is no downfall in the case of copper other than that which is named and marked with coins and panas, etc., and which can be established as a local term. There is also no downfall in the case of lead, chalcanthite, arsenic, iron, brass, sharp iron, and sugar. There is no downfall if one has made any one of the three permissions—causing the donor to approve of ownership, making a promise to cause acceptance of ownership, and blessing—and touches or causes another to touch something that is not to be owned. There is no downfall for a beginner, one who is insane, one who is mentally disturbed, or one who is afflicted by feelings. What is to be learned is that a monk should learn not to rely on all the various circumstances in which touching gold and silver would become an expiable offense in all places and at all times. If it is said that there is no blame for touching or causing another to touch one's own precious object without having made permission, then what is that permission that is not permission? Therefore, it is said that causing the donor to approve of ownership, making a promise to cause acceptance of ownership, and blessing are called permissions. Do so, and my Shravaka disciples also want the value of clothes, I think I should give my Shravaka disciples some permissible things. So, the Blessed One said: Monks, therefore, when you get the value of Dharma clothes, you should accept it, and after accepting it, you should also trust the benefactor and hold it, I allow it. This is the first permission. Similarly, monks, for the rest of your life, all the small amount of unlawful things should be made happy by Kungarawa (ཀུན་དགའ་རབ་པ།) or the faithful layperson, and held in their name. This is the second permission. The benefactor and the attendant, no matter how long they live, live, live and stay, even if it is a long time, these two rituals will not fail. The third permission should be understood as blessing. Just like here, the scriptures are separate, after the Brahmin woman requested, the monks obtained the value of Dharma clothes, but there was no benefactor, and they regretted it and did not accept it.
