If the previous seat has not been completed, and together with it or later the second seat is made, if the previous one has been completed, then an offense is committed. The offense of combining is a minor offense. As many combinations as there are, so many combinations of combinations there are. The combination of an offense of combination is also an offense, that is, a minor offense. Among them, first thinking in the mind is a minor offense of combining combinations. Then combining with body and speech is the actual offense of combining. Then finally completing is the actual basis of abandonment and expiation, it should be understood as such. There is no offense in having already done and obtained, and enjoying what others have done, and obviously tidying up old things. Having previously made a seat, and in the meantime having returned to lay life, etc., and later having become a renunciate again and having received full ordination, there is no offense in finally completing it. There is no offense in having obtained permission. There is no offense in having completed six years. There is no offense in not having done it, and not allowing it to be done. There is no offense for a beginner, and for one who is insane, and for one who is mentally disturbed, and for one who is afflicted by feelings. What should be learned is that a bhikshu in all places and in all circumstances should not rely on all kinds of things to be abandoned that are prescribed for six years, one should learn. In all places of all seats, if it is not a hole, flesh loss, or difficult to repair, then permission should not be requested. The bhikshu should go to inspect it himself. Or send appointed bhikshus to inspect it. The inspecting bhikshus should also, if either the length or the width exceeds, then it should be cut. What is short and narrow should be widened. If it is torn, it should be sewn. What has become a hole or flesh loss should be glued. If it is difficult to repair, then the sangha should give permission for the seat with a request and two karmas. The measure of the hand is only mentioned because of the origin, and it should be known that the ritual is the same for other bhikshus as well. Repairing it again is as before. The abandonment and expiation held for six years, that is, the tenth of four, has been explained. The origin of the abandonment of one cubit is that the Buddha Bhagavan was in Jeta Grove in Shravasti

He resided in the pleasure grove of Anāthapiṇḍada. At the time when the Blessed One attained unsurpassed wisdom, it was proclaimed everywhere that a Buddha had appeared in the central region. Merchants in the northern region heard that a Buddha had appeared in the central region, and that those who made offerings to him would receive exceedingly great fruits, benefits, clarity, and increase. Having heard this, they thought, "Let us take our goods and go to Śrāvastī, where we can both make a profit and attend to the Blessed One." Recognizing this, five hundred merchants from the northern region, carrying goods, set out for the central region. Gradually, they arrived in Śrāvastī, unloaded their goods, and went to the householder Anāthapiṇḍada, saying to him, "Householder, we wish to see the Buddha, the Blessed One. Wise ones, the Tathāgata, Arhat, Perfectly Awakened One, is a precious sight to behold. The Tathāgata, Arhat, Perfectly Awakened One, is like the flower of the Udumbara tree, rare to see and to appear." Then, the householder Anāthapiṇḍada led the five hundred merchants to where the Blessed One was, and upon arriving, they bowed their heads at the feet of the Blessed One and sat down on one side. The Blessed One then thoroughly instructed those merchants with teachings in accordance with the Dharma, causing them to believe, rejoice, and be delighted. In various ways, with teachings in accordance with the Dharma, he thoroughly instructed them, caused them to believe, rejoice, and be delighted, and then remained silent. After that, those merchants attended to the Blessed One and began to visit the monasteries of the venerable elder monks. Those merchants...

Those mats, they saw those with the middle torn. Having seen them, they said to the householder Anāthapiṇḍada, "Householder, why are the mats of these monastic elders, elders, torn in the middle?" The householder Anāthapiṇḍada said, "Venerable ones, these mostly spend the night in the lotus position." Those people developed great faith, and those who developed faith offered five hundred large cloths to the monks. The monks placed those old mats in a large, roofless temple. At that time, a householder invited the Saṃgha of monks, headed by the Buddha, to another house for a meal, and the Saṃgha of monks went. The Blessed One was staying in a place made of grass, manifestly begging for alms. The Buddhas, the Blessed Ones, stay in a place made of grass for five reasons, manifestly begging for alms. What are the five? Wishing to abide correctly within, wishing to teach the Dharma to the gods, wishing to visit the sick, wishing to inspect the dwelling places, and wishing to establish the basis of training for the disciples in the Vinaya. Here, the Blessed One, wishing to inspect the dwelling places and wishing to establish the basis of training for the disciples in the Vinaya, stayed in a place made of grass, manifestly begging for alms. Then, not long after the Saṃgha of monks had left, the Blessed One understood in his mind, and taking the key, he went from monastery to monastery, from temple to temple, from room to room, from corner to corner, from crossroads to crossroads, gradually going to the large temple. At that time, in that large temple, many old, torn mats, mixed with dust, were scattered on the ground. The Blessed One saw those old, torn mats, mixed with dust, scattered on the ground. Having seen them, he said, "Ema," and after rebuking them, he thought, "Brahmins and householders."
