Increased more and more, actions became more frequent, recitation, reading, chanting, yoga, attention and inner mental quiescence also decreased. Those who desired and came for its meaning, also repeatedly proclaimed it to Brahmins and householders. At the time of helping each other and blaming each other, the monks reported to the Blessed One. Then, because of this event, this origin, this circumstance, the Blessed One gathered the monastic community of monks, and rebuked the monks, saying: There are two kinds of seats, namely, those with inner lining and those that are spread out. In this matter, it is observed that my Śrāvaka disciples should learn the basis of discipline as follows: When a monk makes a new seat, two parts should be made only of black sheep wool, the third part should be made of white wool, and the fourth part should be made of coarse wool. If a monk does not make a new seat with two parts of black sheep wool only, or the third part of white wool, or the fourth part of coarse wool, he commits a Saṃghāṭiseṣa offense. The Blessed One established this precept. The place is Śrāvastī (6th century BC - 5th century AD). The people are many monks. The afflictions are desire and hatred. The offense is adding a little white sheep wool and coarse wool, and making a seat of pure black sheep wool. Among them, a monk refers to this Dharma. A seat refers to two kinds of seats, namely, those with inner lining and those that are spread out. Here it refers to the one that is spread out. New refers to two kinds of new, namely, newly made and acquired. Here it refers to the newly made one. If doing refers to doing it oneself or having others do it. Two parts should be made only of black sheep wool, two parts refers to two parts of one dye mixed with four parts, that is, half. Wool refers to the wool of a sheep. Only black refers to four kinds of black, namely, natural black, blue black, mud color and brown. Mixing refers to mixing together. The third part with white refers to, the third part refers to the third part of one dye mixed with four parts, that is, four.
