Carried away by the wind. The phrase "clothes carried away by water" means this: if a monk's clothes are carried away by water. Householder means a male. Householder's wife means a female. Not a relative means maternal grandmother, great-grandfather, and up to the seventh generation are relatives, but beyond that, they are not relatives. Go there means go to the presence of. Clothes means any of the seven: woolen clothes, Shana clothes, Zarma clothes, cotton-wool clothes, Dugula clothes, Kotamba clothes, and Niok clothes. Should beg means to beg. If a Brahmin or a faithful householder offers many clothes because of the season, it means to offer. Want means to need. That monk should take the ultimate item including the upper and lower garments from there, means there are two types of upper and lower garments: a monk's upper and lower garments, and a householder's upper and lower garments. A monk's upper and lower garments include a two-layered sewn cloth from Salpa, a five-cubit fine cotton cloth, and a belt. A householder's upper and lower garments include a twelve-cubit large cotton cloth, a seven-cubit fine cotton cloth, and a belt. If one takes more than that, it means more than that. It is a Nissaggiya Pacittiya, which means after abandoning that thing, one should confess the Nissaggiya Pacittiya offense, therefore it is said to be a Nissaggiya Pacittiya. So, how does the offense arise? Here also, one should understand this definition by determining the types of offenses through the main action and the preparatory action, and the preparatory action of the preparatory action, as well as the absence of offense, what should be learned, and what should be remedied. Here, determining the main offense is: if a monk's clothes are robbed, lost, burned, carried away by the wind, carried away by water and soil, because it is reasonable to beg, therefore from a human being, who has become a householder, is alive, and is not a relative, one receives items including upper and lower garments that are suitable, not small in size, and more than one set, it is a Nissaggiya Pacittiya for which it is reasonable to beg.

There is no reproach for exceeding the lifespan. There is no reproach for exceeding the portion. There is no reproach for exceeding the father. There is no reproach for not giving what should be given as alms. There is no reproach for what is lawful, possessing measure, and exceeding measure. The agent here is also the same as before, belonging to the human realm, a householder, possessing life, and not a relative. So, what kind of bhikkhu is the agent of this downfall? One whose clothes have been robbed, lost, burned, carried away by the wind, or carried away by the water, who is worthy of begging. Here, possessing the limbs will cause the actual downfall, that is, a bhikkhu whose clothes have been robbed, lost, burned, carried away by the wind, or carried away by the water, who is worthy of begging, and a donor belonging to the human realm, a householder, possessing life, and not a relative, and including both the upper and lower garments, which are lawful and possess measure and are not smaller than this, and accepting more than one ultimate thing including both the upper and lower garments. If those limbs are not complete, then there is reproach accordingly. Here, the mention of a bhikkhu whose clothes have been robbed, etc., is because those are worthy of begging, that is, from where a bhikkhu starts, all thirteen requisites including the three Dharma robes need to be blessed, or what is missing, that is the one who is worthy of begging, but if he begs when he should not beg, then that is begging.
