Grant the permission not to be separated from the rag robe. It should be granted in this way: After arranging the dwelling place, strike the ghanta, and admonish the monks with words of inquiry. Whether in a large boundary where all the Sangha are assembled and in harmony, or in a mandala where a Sangha of not less than four monks are assembled and in harmony, the monk Mahakashyapa and Shariputra, having removed their shoes and baring one shoulder, prostrate to the elders and sit squatting at the end of the elders, folding their palms and showing the rag robe to the Sangha, should say thus: Venerable Sangha, please listen. I, the monk Mahakashyapa, am old and infirm, or I, the monk Shariputra, suffer from wind disease. My rag robe is heavy and difficult to bear completely. I, the monk Mahakashyapa, am old and infirm, or I, the monk Shariputra, suffering from wind disease, request permission from the Sangha not to be separated from the rag robe. Out of compassion, venerable Sangha, please grant me, the monk Mahakashyapa, old and infirm, or me, the monk Shariputra, suffering from wind disease, the permission not to be separated from the rag robe. Repeat this twice or three times. This is the request for permission not to be separated from the rag robe. After that, one monk should make a statement and perform the action. It should be done in this way: While seated, one should say thus: Venerable Sangha, please listen. This monk Mahakashyapa is old and infirm, or this monk Shariputra suffers from wind disease, and his rag robe is heavy and difficult to bear completely. The monk Mahakashyapa, old and infirm, or the monk Shariputra, suffering from wind disease, requests permission from the Sangha not to be separated from the rag robe. If it is the appropriate time for the Sangha and it is permissible, please grant permission. The Sangha grants the monk Mahakashyapa, old and infirm, or

Please grant permission for the monk Śāriputra, who suffers from wind disease, not to be separated from his monastic robe. This is the request. The procedure is as follows: Venerable Sangha, please listen. This great monk Kāśyapa has become old and infirm, or this monk Śāriputra suffers from wind disease, and his monastic robe is heavy and difficult to bear completely. Therefore, please grant permission from the Sangha for the great monk Kāśyapa, who has become old and infirm, or this monk Śāriputra, who suffers from wind disease, not to be separated from his monastic robe. For this reason, if the Sangha grants permission for the great monk Kāśyapa, who has become old and infirm, or the monk Śāriputra, who suffers from wind disease, not to be separated from his monastic robe, then those venerable ones who approve of granting permission for the great monk Kāśyapa, who has become old and infirm, or the monk Śāriputra, who suffers from wind disease, not to be separated from his monastic robe, should remain silent. Those who do not approve should speak. The Sangha has approved and granted permission, and the Sangha's position is to grant permission for the great monk Kāśyapa, who has become old and infirm, or the monk Śāriputra, who suffers from wind disease, not to be separated from his monastic robe, because no one has spoken, so it is decided in this way. If the Sangha grants permission for any monk not to be separated from his monastic robe, then he should travel with the Dharma robe, including the upper and lower garments, and should not regret this. Then, the Blessed One praised those who desire to learn, and those who respect learning, and those who are helpful to learning, and those who reduce (burdens), and the merits of learning, and virtues, and the merits of those who are content, and then said to the monks: Monks, therefore, the previous (rule) was a prohibition, and this is a permission. My Śrāvaka disciples should recite the basis of learning in the Vinaya in this way: If a monk holds a Dharma robe and performs a firm stretching and pulling, if even for one night, any one of the three Dharma robes is separated from the boundary of the enclosure, then the Sangha should...
