In short, "to say nothing to those who have life" means that it is neither used for good nor does it prevent evil. O you who have life, please give me a chance to speak! What shall I say to you? These are to eliminate downfalls, and when the monks talk and remember, they show a nature of displeasure. Among them, talking means talking about one aspect. Remembering means remembering completely. The order is that if there are many monks who know the downfall to be talked about, then for talking and remembering and so on, it is not necessary to proceed in order of seniority, but anyone who wants to talk can talk as they please. However, the speaker should also not speak at an inappropriate time. One should not speak without maintaining mindfulness and awareness. One should not speak in a place that is not secluded. One should not allow interruptions to speak. Therefore, when speaking, one should also speak with a basis, and one should not speak without a basis. Without a basis means the opposite of that, as well as superhuman dharmas such as the divine eye, the divine ear, and knowing the minds of others. Therefore, when speaking with a basis, one should remember what one does not remember, and the speaker should remember through the way of seeing, hearing, or suspecting, from what place, what time, and what cause did what downfall occur. When talking and remembering in this way, if one does not allow interruption, then one should give admonishment, that is, "O you who have life, I will give you admonishment, you must not leave this place without permission." One should give admonishment, that is, "I suspect that it is necessary to give admonishment to those who have life." If he does not allow interruption, then one should not admonish, because admonishment and instruction are beneficial.
