Should be admonished. Should be admonished thus: Venerable Udumbara, when the monks speak in accordance with the Dharma and the Vinaya with the bases of learning belonging to what should be recited and the Sutras of the Sugata, the venerable one should only do what should be said, and not do what should not be said. Monks, if the venerable Udumbara speaks in accordance with the Dharma and the Vinaya, the venerable one should also speak to the monks in accordance with the Dharma and the Vinaya. Thus, by doing what should be said to each other, admonishing and instructing each other, and requesting each other from fallen offenses, the Sangha of the Blessed One, the Tathagata, the Arhat, the Perfectly Awakened One, will grow. Venerable Udumbara, abandon this kind of extreme activity of not doing what should be said. The monks, having heard the teachings of the Blessed One, should act as the venerable one taught, and admonish the venerable Udumbara. Then, when the monks admonish Udumbara, Udumbara firmly adheres to the matter of black silence (accusation), clings to his own views, and says, "This is true, the rest is false," at this time, the monks report to the Blessed One. The Blessed One taught: Monks, you should admonish the monk Udumbara and others like him with admonition and the act of four things. Should be admonished thus: After setting up the seats, strike the ghanta, and with words of inquiry, truly admonish the monks, abide in harmony in the Sangha, and let one monk do the act of admonition. Should be done thus: After abiding, should be said thus: Venerable Sangha, please listen: After the monk Udumbara has committed a fallen offense, he does not confess according to the Dharma, when the monks speak in accordance with the Dharma and the Vinaya with the bases of learning belonging to what should be recited and the Sutras of the Sugata, the venerable one

Venerables, whether you do good or evil, please do not say anything to me. As for me, whether I do good or evil, I will not say anything to you who are endowed with life. May those endowed with life grant me a way to speak. What is the use of me speaking to you? Like this, not making a self-declaration, even if many monks admonish, they still stubbornly cling to their own views and are attached to them, saying, "Only this is true, and the others are false," and then make false comments. If the time is right for the Sangha and it is permissible, please allow the Sangha to do so. The Sangha says to the monks: Venerable ones, the Sangha hopes that you monks will use the precepts that should be proclaimed and the Sutras of the Sugata to speak in accordance with the Dharma and the Vinaya. Do not fail to make a self-declaration; venerable ones, you must make a self-declaration. When the monks speak to the venerable ones in accordance with the Dharma and the Vinaya, the venerable ones should also speak to the monks in accordance with the Dharma and the Vinaya. Just like this, making declarations to each other, admonishing and instructing each other, and liberating each other from downfalls, in this way, the Sangha of the Blessed One, the Tathagata, the Arhat, the Perfectly Enlightened One will flourish. Venerable ones, the Sangha hopes that you will abandon this kind of behavior of not making self-declarations. In this way, admonishment is done through supplication and the four karmas. This is the supplication. The karma should be done like this: Venerable Sangha, please listen. This monk has committed a downfall and will not repeat it unlawfully. Like this, when the monks use the precepts that should be proclaimed and the Sutras of the Sugata to speak in accordance with the Dharma and the Vinaya, venerable ones, whether you do good or evil, please do not say anything to me. As for me, whether I do good or evil, I will not say anything to you who are endowed with life. May those endowed with life grant me a way to speak. To you also...

I said, what should I do? Do not do things that are not self-justification. If the monks admonish and teach this person, the monks admonish and teach this person, they should also insist on, value, and cling to that very basis, and then follow and establish the saying, "This is true, and the others are false." Therefore, the Sangha said to the monk: Venerable one, the Sangha wishes you, monks, to speak in accordance with the Dharma and discipline those who belong to the precepts that should be proclaimed and those who belong to the Sutras of the Sugata. Venerable one, do not fail to do what should be self-justification, but must self-justify. Monks, when speaking to the Venerable One about things that are in accordance with the Dharma and discipline, the Venerable One should also speak to the monks about things that are in accordance with the Dharma and discipline. In this way, doing what should be justified to each other, admonishing and teaching each other, and rescuing each other from falling, in this way, the Sangha of the Blessed One, the Tathagata, the Arhat, the Perfectly Enlightened One will grow. Venerable one, the Sangha wishes you to abandon this kind of karma that does not do self-justification. If you teach with a request and four karmas, then among the Venerable Ones, those who can tolerate the Sangha teaching the monks with a request and four karmas, do not speak. Those who cannot tolerate it, speak up. This is the first statement of karma, repeat it twice and three times like this. After the Sangha tolerates and allows it, the Sangha teaches the monks with a request and four karmas. In this way, because they do not speak, they accept it as it is. The monks listened to the Buddha's teachings and said: Venerable one, according to your teachings. Then he taught the monks with a request and four karmas. When teaching with a request and four karmas, if you insist on, value, and cling to that very basis, and then follow and establish the saying, "This is true, and the others are false," then the monks will go to the Blessed One.
