Thereby it becomes peaceful. According to the Dharma, the Sangha's teachings, and in accordance with the Buddha's words, teaching those who disagree with one's own side, bestowing benefits, not contradicting the Vinaya, not concealing impure downfalls, what has occurred, what has been established, what has been subsequently established, what has been subsequently permitted, what has been subsequently not permitted, combining, bestowing benefits, and requesting the bestowal of benefits, with these to uphold vows, expounding the Sutra Pitaka, or in accordance with the Vinaya, increasing the eye of the Dharma, pacifying as the Dharma and Vinaya do. Returning is pacification. If unable, it should be transferred to the Sangha, wherein there is presence, transferring to the Sangha in presence, and if that is still not possible, it should be entrusted to a clear person. If those people are still not able, it should be entrusted to a person who is clearer than clear. If those people are still not able, it should be transferred to the Sangha again. If those people are still not able, a Bhikshu should be appointed to transfer to the Sangha with elders and Pratimoksha vows, wherever they are. He should also state what happened as it is. If those people are still not able, it should be entrusted to those two who conceal the dispute. He should transfer to those who hold the Sutra Pitaka and so on. If those people are still not able, it should be to that person himself. If he is still not able, one should seize the chief elder or wise person in any place, approach him and entrust it to him. He should not possess anything of those people. He should not bestow recitations and so on. If sitting in front or behind, do not quarrel, do not fight. Neither side has victory, but it should be done only to one side, one should say such words. If he is pacified, it is called a well-pacified, thus it is pacification by presence. If even the elder is not able, it should be entrusted to the transferrer himself. He should also entrust it to the Sangha. The Sangha should also allow many wooden sticks to be taken, thereby pacifying the dispute. Those who bestow benefits in various ways and request the bestowal of benefits, in order to grasp the rough, therefore are rough, in order to do evil, therefore are evil, in order to completely cling, therefore are stubborn, holding the fourteen bases of distinction.

为了分裂的意图,即使到了有思想者和上座部的尽头,行为也不会改变。分发戒条有四种方式:在哪个上座部不如法宣说得多,那里就应当遮盖;反之,则应当显明;在哪个地方,有人在耳边告诫说:“你的堪布已经接受了法的戒条,你享用吧!”;在哪个地方,病人多,而且是所有僧团的前四分之一。以不符合佛法的方式接受戒条有十种情况:不以佛法的方式接受;不符合律藏;不聚集而接受;因为稍微的过失而怀疑小时候的分裂;在上座部没有达到尽头时,将行为颠倒;不具备思辨能力,擅自改变规则,不咨询持律者等,并且认为是为了分裂僧团;知道非常多的比丘会不如法宣说;知道僧团会分裂;即使不如法宣说也认为没有关系。相反的十种情况是符合佛法的。通过分发戒条,戒条可以分为两种:符合佛法的戒条,具有形状、颜色和完美的形象;不符合佛法的戒条,则是相反的。符合佛法的戒条应当用右手拿取。不符合佛法的戒条则用左手。然后坐在前面,说出赞叹和不赞叹两种。为了不符合佛法的戒条而伸出手,在前两个词之间不要给予。在第三个词上给予,并且忏悔违背律藏的罪过。如果即使一个符合佛法的戒条被弄脏,为了具寿憍陈如,也应当取回一个。如果一个符合佛法的戒条有剩余,那么以佛法平息争端。如果有人以佛法进行责备,则犯堕罪。如果取了不符合佛法的戒条,也应当以不符合佛法的方式平息。如果责备,则犯轻罪。因此,通过分发许多戒条,争端得以平息。为了不被束缚,争端得以平息。

Even if one goes to the end of having thoughts of division and the Sthaviras, the action will not change. There are four ways to distribute the precepts: where many Sthaviras do not speak according to the Dharma, it should be covered; conversely, it should be revealed; where someone whispers in the ear, "Your Khenpo has taken the precepts of the Dharma, enjoy them!"; and where there are many sick people, and it is the first quarter of all the Sangha. There are ten ways of taking precepts that are not in accordance with the Dharma: taking them not in accordance with the Dharma; not in accordance with the Vinaya; taking them without assembling; suspecting division in childhood because of slight faults; reversing the action without reaching the end of the Sthaviras; changing the rules without having speculative ability, not consulting the Vinaya holders, etc., and thinking that it is for the purpose of dividing the Sangha; knowing that very many Bhikshus will speak unlawfully; knowing that the Sangha will be divided; and thinking that it does not matter even if they speak unlawfully. The opposite ten situations are in accordance with the Dharma. By distributing the precepts, the precepts can be divided into two types: precepts in accordance with the Dharma, which have shape, color, and perfect form; and precepts not in accordance with the Dharma, which are the opposite. Precepts in accordance with the Dharma should be taken with the right hand. Precepts not in accordance with the Dharma should be taken with the left hand. Then sit in front and say both praise and dispraise. If you extend your hand for precepts not in accordance with the Dharma, do not give them between the first two words. Give them on the third word and confess the sins that violate the Vinaya. If even one precept in accordance with the Dharma is defiled, one should be taken back for the sake of the Venerable Kaundinya. If one precept in accordance with the Dharma is left over, then the dispute is pacified by the Dharma. If someone rebukes with the Dharma, they commit a Patayantika offense. If one takes a precept not in accordance with the Dharma, it should also be pacified in a way that is not in accordance with the Dharma. If one rebukes, they commit a minor offense. Therefore, by distributing many precepts, the dispute is pacified. The dispute is pacified so that it is not bound.
