If one presents the precepts to someone who is mentally disturbed, afflicted by feelings, foolish, mute, deaf, drowsy, in meditative absorption, a non-human, a god, an emanation, belonging to an animal, or in front of an image, it is not considered granting the precepts. If one is angry, mad, mentally disturbed, afflicted by feelings, perceives a non-secluded place as secluded, perceives a secluded place as non-secluded, is in the midst of noise, or in any natural state, and does not understand, it is not considered granting the precepts. Monks, there are four possibilities regarding not granting the precepts when the precepts are the same as those of the monks: The first possibility is a monk who is extremely joyful. The second is one who does not rejoice in the Uposatha, non-Buddhists, and the six realms. The third is a monk who does not rejoice. The fourth is one who does not belong to these categories. Regarding "not having broken the precepts," even if the precepts have been granted, there are cases where the precepts have not been broken, and there are four possibilities. The first possibility is that someone who wishes to request says this in front of a person who can understand: "Venerable one, please listen. I, named so-and-so, grant the precepts." Similarly, one says this to the Three Jewels, the Three Baskets, the teacher, and the preceptor. Whether one says it to one or all, it is called granting the precepts. Similarly, if I say that I am a householder, a novice monk, a novice nun, a eunuch, an expelled nun, one who commits the five heinous crimes, a non-Buddhist, one who has entered non-Buddhism, one who is in a state of theft, one who is in a different state, or if I request not to be in a certain state, or even say this: "I do not need people like you who are in accordance with the Dharma and practice the same pure conduct." If one says this, it is considered granted. If someone grants the precepts out of anger or sudden attachment to an image, if he does not engage in impure conduct and returns to lay life, he is still a monk. If he engages in impure conduct, he is neither a monk nor does he fall. Engaging in impure conduct with the intention of requesting, without fear, and without the intention of stealing, is in order, just like giving the precepts. The second possibility is speaking of various signs with the desire to descend.
