I did not do what I had promised, such as giving alms, which is mocking what was promised. Second. In Kauśāmbī, if one advises, "Leave for the sake of falling into desire," then other followers, the advice of the monks is to despise the teachings. Advising with a request and two karmas is also included in the number of despising teachings. Later, when advised again, thinking, "Keep silent," because of despising the teachings, so keeping silent with a request and two karmas is also included in the number of despising teachings. Even if included, but both are done, so based on disrespect, due to the affliction of reproach, the third is established. The so-called "advising to despise teachings" refers to advising with words, "This should be done, this should not be done," violating these advices, because of despising the teachings, so this despising of teachings is verbal, and is also related to the act of keeping silent. In this regard, how does one commit a transgression? A monk asks a monk, "Have you seen a monk, or a laywoman, with such characteristics?" He thinks this is despising the teachings, and answers, "I have not seen one with such characteristics, but I have seen someone walking on foot," or accepts by keeping silent, then he commits a transgression. Like this, no matter how small, as long as one intends to change, follow others, or keep silent, if the Sangha or a naturally abiding monk despises the advice, then in all cases, one will commit a transgression. After asking, the Buddha taught: Keeping silent is a misdeed. The Sangha, or the teacher, or someone in a position like a teacher, advises with reason, but despising the rational advice with an afflicted mind is a transgression. If one despises advice for unreasonable things, it is a misdeed. If robbers advise, and one despises the advice, it is a misdeed. For example, robbers say to someone living in a secluded place, "For our sake, prepare food and drink," if they prepare it, or do not stay there, if they stay there, it is a misdeed. There is also advice that should be despised, that is, advising unreasonable things and lies, etc. There are also things that should be kept neutral, that is, saying unreasonable things and li

Speaking of instructions, etc., is giving. In this regard, there is also accepting instructions as something to be given. Whoever does not get angry speaks inappropriately. In this regard, there is also how to restore things according to the Dharma, such as when discipline is degenerated. In this regard, there is also what should be promised, that is, when discipline becomes perfect, and when serving the Sangha, etc. If one changes something due to an afflicted mind, one commits a downfall. If there is no affliction, one commits a misdeed. If one does it with the body, it is also a downfall. Saying "Go away" and not going, etc., is also the same. Because it is a place, one gives instructions. If one thinks it is a place and gives instructions, or if one hesitates, one also commits a downfall. If it is not a place and one gives instructions, thinking it is a place, or if one hesitates, one also commits a misdeed. If it is not a place and one gives instructions, or if it is a place and one gives instructions, but one thinks it is not a place, then there is no downfall. If one is in the Sangha or with a teacher or a place like a teacher's, one commits a misdeed. Other than that, there is no downfall. If one gives instructions to someone who does not understand the language, and if one cannot hear clearly, one commits a misdeed. If someone who is being chased runs away, and the executioner who is chasing asks, one should say there is no downfall, and one can say to him, "Rest for a while, where are you making a fire, drink some water?" Or, if it is really impossible to hide, one should look at one's fingernails and say, "I see my fingernails." Or look at the sky and say, "I see the sky." If it is really impossible, one should look around in all four directions and think in one's mind, "All conditioned things are selfless." Then say, "I have not seen any sentient beings." Saying this, there is no downfall. Except for such harm. If a householder gives instructions, and one cannot hear clearly the instructions for other reasons, one commits a misdeed. Someone with a mouth disease, holding medicine in his mouth and saying nothing, there is no downfall. The third (chapter) is complete. The ninth volume of *Collected Vinaya*. In Shravasti, the monks abandoned their bedding and mats without covering them and went to other people's homes, and the Blessed One needed to gather them inside because it was raining. Therefore, he established the basis for dwellings. Because of the afflictions of reproach and laziness, the fourth downfall was established. Sangha, that is, there are six types of Sangha, namely, the basic Sangha.
