Those who are merely talkers, their actions are uncertain. One should not associate with those who are immoral and hold wrong views. If the talkers are immoral and hold wrong views, they only grasp from the perspective of language but do not understand its meaning, then the Sangha should be urged to stop them from talking. One should respect those talkers who possess three qualities: praising with body and speech, knowing the scriptures, and knowingly distorting the Dharma and Vinaya within the Sangha, yet not pointing out their errors. Even if the talker possesses these three qualities, but because their mind is unstable, even if they have not committed sins before, they may commit them later. Therefore, in order to examine their mind, their time, place, behavior, and subsequent actions should not be fixed, but should be examined and verified. If they change or become confused, the talking will cease.
