Now that everyone is silent, it means that everyone defaults to agree. After saying this, if they cannot resolve it, nor appoint others to resolve it, then it must be returned in the order of where it started. The specific method is as follows: If the clear-sighted ones and the again clear-sighted ones cannot pacify the dispute, nor appoint others from their own group, then first of all, it must be returned from the place where the dispute was originally raised. The clear-sighted ones and the again clear-sighted ones must return the dispute to the arbitrators or the Sangha. The arbitrators must return the dispute to the plaintiff and the defendant. When it is offered to the Bhikshu who conceals the dispute, that Bhikshu who conceals the dispute, to the fourfold Sangha of the previous boundary, namely the Sutra holders, the Vinaya holders, and the Matrika holders, relates the history of how that dispute arose in the past. With a limit of six months, he begs you to pacify this dispute, and by reciting the words of the mantra together, he should impoverish. The mantra for that is as follows: Venerable Sutra holders, Vinaya holders, and Matrika holders, please listen. This dispute, in a place called such and such, arose from a person called such and such, and a name called so and so, on the basis of this matter, and it has been going on for quite some time. This dispute was offered to the arbitrators, but the arbitrators also could not pacify it. They offered it to the Sangha, but the Sangha also could not pacify it. They appointed even wiser ones among the wise Bhikshus, but even the wiser ones among the wise Bhikshus could not pacify it.
