It becomes peaceful. It arises from the four causes of strife. Those four disputes, it should be declared which of the seven dharmas for pacifying disputes should be used to pacify them. Among them, the first cause of strife is the strife that arises from wrongly asserting the suchness of things. To avoid strife, it is pacified by subduing manifestly and by unifying the lineage by giving many precepts. The second cause of strife is the strife that arises from abandoning others by establishing causes such as instructions. To avoid instructing and strife, it is pacified by subduing manifestly and by unifying the lineage by giving many precepts, as well as by subduing with mindfulness and subduing without delusion, and by giving purity. The third cause of strife is the strife that arises from being with transgressions. To avoid transgressions and strife, one should promise, subdue manifestly, remedy by means such as spreading grass, and pacify by giving what is to be applied to definite holding by seeking its own nature. The fourth cause of strife is the strife that arises from not giving what is in accordance with actions. To avoid doing and strife, all of the seven dharmas for pacifying strife should be used to unify the lineage as before, as much as possible, and by giving purity, remedying, and in the order of giving what is to be applied to definite holding, pacify by giving what is in accordance with actions. Among them, first it should be declared that strife is pacified in order to avoid strife. The first cause of strife is the strife that arises from wrongly asserting the suchness of things. To avoid strife, it is pacified by subduing manifestly and by unifying the lineage by giving many precepts. As it is said, the first cause of strife is the strife that arises from wrongly asserting the suchness of things. To avoid strife, there is also the strife that arises from wrongly asserting the suchness of things by determining the Dharma and determining the Vinaya. There is also the strife that arises from wrongly asserting the suchness of the near and subtle things by determining the Dharma, the former is manifest.

Through subduing, the continuum becomes one, thereby achieving peace. The latter achieves peace by making the continuum one through bestowing many standards. Among these, in order to quell the disputes arising from falsely construing the reality of objects when making determinations about the Dharma, the disputes are subdued manifestly, making the continuum one, thereby achieving peace. If the two parties themselves are unable to quell the disputes, then those who are assembled should skillfully accomplish it, thereby achieving peace. For disputes arising from falsely construing the reality of minor objects when making determinations about the Dharma, if peace is not achieved by making the continuum one through bestowing many standards, then peace should be achieved through another method of skillful accomplishment called "skillfully establishing with the wisdom of the majority." Briefly, the order of establishing peace by subduing manifestly and making the continuum one for disputes arising from falsely construing the reality of objects when making determinations about the Dharma and the Vinaya is as follows: The Sangha should always appoint mediators in that place, and those mediators should skillfully accomplish the matter. If they cannot pacify the dispute, they should report it to the Sangha. If that Sangha cannot pacify the dispute, they should appoint wise individuals. If that great Sangha cannot, they should appoint even wiser individuals who are clear to themselves. If they cannot and do not do anything else, they should report it to the one from whom they received it. After returning, the fourfold Sangha should appoint those who conceal the dispute. Then, they should relate what happened previously to the Sangha with elders and with individual liberation vows, reporting it for three months. If they cannot, they should report it again. If it is presented again, they should relate what happened previously to the Sutra Pitaka, the Vinaya Pitaka, and those who hold the Matrika, reporting it for six months. If they cannot, they should relate what happened previously to the powerful elders, reporting it for an endless time in order, subduing and making the continuum one, thereby pacifying the dispute. The order of how the Sangha should always appoint mediators in that place should be done as follows: What should be discussed and the one who discusses
