Among these, "observation" refers to questions like, "Why didn't you do this thing, and why did you do this thing that shouldn't have been done?" or "Taking, did you take this thing that should have been thrown away?" or "You didn't give what should have been given, but did you give what shouldn't have been given?" or "You didn't appoint who should have been appointed, but did you appoint who shouldn't have been appointed?" and so on, observing in this way. Like this, to wrongly assert the suchness of things and to observe the forms of things, this is the first cause of conflict. From that first cause of conflict arises dispute, and "dispute due to conflict" refers to relying on the wrong assertion of the suchness of things and observing the forms of things. Because the enemy speaks unpleasant words, the mind indulges in fighting, contending, exposing faults, arguing, quarreling, and so on. Along with these related conflicts, from the cause of quarreling, disputes are manifestly pacified, and by giving many rules of conduct, making them one, the disputes are calmed. Whatever arises from this is called "dispute due to conflict." Thus, the first cause of conflict is the wrong assertion of the suchness of things, and it should be known that from the first conflict arises dispute due to conflict. So, how is it to abandon others by establishing precepts and so on? "Precepts and so on" refers to when a monk commits an offense, the Sangha appoints a person who points out the offense, possessing three or five qualities, and through supplication and two karmas, appoints him. He is then allowed to enter a situation of reconciliation, and at the appropriate time and in a quiet place, mindfulness and awareness are established, and then accusations are made based on what is seen, heard, or suspected. Like this, if one doesn't remember when accused based on evidence, how should the accuser recall the downfall that occurred from which place, time, and basis, through what was seen, heard, or suspected? After accusing and recalling in this way, if he sees the downfall, reconciliation is performed. If the downfall accused by the accuser is indeed with cause, then it should be remedied by making it one. Regarding instruction, and subsequent indication, and conversation, and speaking of arrival, and individual rejoicing, and constant cohabitation, and Uposatha, and Pravarana, etc., are done together; these are called instruction, etc. "Establishing" means that for a monk who has violated the precepts, the Sangha appoints a critic like that. When he criticizes and remembers in that way, if he does not open the door of opportunity, then he should be told words of admonition: "Venerable one, you should be told words of admonition, and you must not leave this place without permission."
