The basis for what should be learned is: The Buddha, the Bhagavan, was staying in the Nyagrodha Garden in the place of Shakya. The group of six monks, covering their heads and going to other laypeople's homes, were seen by Brahmins and faithful patrons who rebuked them, saying: These noble ones are doing this like brides of noble families, those with eye ailments, and those afraid of honeybees. This is not proper, do not cover your heads like this! They said: Wise ones, there is a need for this. Noble ones, what is the need? First of all, you yourselves are ignorant and should be taught. Hearing them greatly rebuking, at that time the monks reported to the Bhagavan, and the Bhagavan thought: What the laypeople are saying is true. So, as before, he established the precept of not going to other laypeople's homes with their heads covered. The place was the place of Shakya, the people were the group of six, the affliction was impropriety, and the fault was covering their heads and going to other laypeople's homes. The term 'not covering the head' means not covering the head with cloth or the like, not covering the head in that way. In that way, being very restrained, one should learn to go to other laypeople's homes. Here, the actual establishment of the downfall is: If one does not learn in that way in the actual situation, it will become the actual situation of an act of wrongdoing that should be confessed. The agent here is the one who covers the head and goes to other laypeople's homes. Here, there is one branch, which is the actual practice. Regarding the practice of the preliminary and the preliminary of the preliminary, if appropriate, there will also be rebuke as before. The sixteenth thing to be learned is complete. The basis for learning not to hike up (robes) when going to other people's homes is: The Buddha, the Bhagavan, was staying in the Nyagrodha Garden in the place of Shakya. The group of six monks, hiking up their lower garments and going to other people's homes, were seen by Brahmins and faithful patrons who rebuked them, saying: These noble ones are doing this like people who are defecating and urinating. This is not proper, do not hike up (your robes) like this! They said: Wise ones, there is a need for this.

O. Holy ones, what is the necessity? First, you yourselves must be free from ignorance and be taught. Having heard that those people began to scold widely, at that time the monks requested the Blessed One, and the Blessed One thought, 'What the householders say is true.' Therefore, as before, one should be taught not to go to other people's houses without covering. The place where this rule was made is the place of the Shakya clan (Kapilavastu). The people are the group of six monks. The affliction is that it is not in accordance with the Dharma. The fault is going to other people's houses after covering the lower garment. The so-called "not covering" means that however much of the genital area is visible, one should not cover that much of the lower garment. Therefore, one should be very careful and should be taught to go to other people's houses. Here, the establishment of the root downfall is that if one does not do so in the root situation, it will become the root of an evil deed that should be confessed. The agent of this matter is covering the lower garment, as well as the other people's houses themselves. For this, there is only one branch, which is the accomplishment of the root itself. For the accomplishment of the preliminary action and the preliminary action of the preliminary action itself, if there is anything inappropriate, it will be scolded as before. The seventeenth training is complete. The beginning of what should be learned about going to other people's houses without tilting is: The Buddha, the Blessed One, was staying in the Nyagrodha Garden in the place of the Shakya clan (Kapilavastu). The group of six monks, tilting their Dharma robes on their shoulders, wanted to go to other people's houses, and when they were seen by Brahmins and faithful patrons, they scolded them, saying, 'Holy ones, you deceivers! And those decorators! And those sons of servants! Doing this is not in accordance with the Dharma, do not do this!' Those people said, 'Knowledgeable people, there is a necessity in this.' Holy ones, what is the necessity? First, you yourselves must be free from ignorance and be taught.
