Regarding this, here the root downfall is classified: For a monk to use a mat within six years, because he has not obtained the permission of the Sangha, or the previous mat is still there, or he has discarded it at will, if he makes a new mat before six years have passed, when it is completed, it constitutes the root of the Nishidana downfall held within six years. The author here is that without permission, within six years, he makes a mat that exceeds the standard. In this regard, the root downfall will be constituted through six branches, namely, not obtaining permission, not being six years old, on the ground, the mat, having done it, and the initial spreading of completing the making. If these branches are incomplete, there will be faults as appropriate. The Nishidana downfall held for six years, that is, the fourteenth. The origin of the Nishidana downfall of one cubit long is: The Buddha Bhagavan was in Shravasti, residing in Jeta Grove, Anathapindika's Garden. When the Bhagavan realized the unsurpassed wisdom, at that time it was rumored everywhere that a Buddha had appeared in the central region. The merchants of the northern region also heard that a Buddha had appeared in the central region, and those who made offerings to him, their offerings would receive very great fruits, benefits, light, and vastness. After hearing this, they thought: We will take our goods to Shravasti, where we can both make a profit and serve the Bhagavan. So, five hundred merchants gathered together and arrived in Shravasti. They spoke with Anathapindika, prostrated at the feet of the Bhagavan and the elder monks, and listened to the Dharma. They saw that when the elder monks sat in lotus posture at night, the middle of the mats collapsed, so they offered five hundred large cloths to the monks. The monks placed those old mats in the center of the great hall.

In a large room without a roof, dust and powder were mixed and scattered on the ground. The Blessed One saw this and thought: "Brahmins and householder devotees squeeze skin, flesh, and blood, and give offerings and make merit. But monks, without knowing warmth or cold, unthinkingly enjoy them." Thinking thus, as before, if a monk makes a new seat, in order to make the new seat unsightly in color, he should mend it with an old seat, with a span around the Sugata's hand. If a monk, in order to make the new seat unsightly in color, does not mend the old seat with a span around the Sugata's hand, and uses the new seat, he commits an offense of expiation involving forfeiture. The place was Shravasti. The persons were many monks. The afflictions were not knowing warmth or cold, and unthinkingly enjoying things. The offense was not mending the new seat with the old, and discarding the old. Among these, "monk" refers to the one who upholds this Dharma. "Seat" refers to individual seats. "New" refers to two kinds of new: newly made and obtained. Here, it refers to newly made. "To make" means to do it oneself or have others do it. "In order to make the new color unsightly" means in order to make it new. "The old seat should be mended with a span around the Sugata's hand" means if there is another old seat with a span around the Sugata's hand. "Sugata" refers to the teacher. "A span of the Sugata's hand" refers to a half cubit and two fingers of a standard cubit. "Around" refers to having high places on all sides. "To mend" means to sew together. "If a monk, in order to make the new seat unsightly in color, does not mend the old seat with a span around the Sugata's hand" means not sewing it together. "Uses the new seat" means using it for the purpose of a seat. "Commits an offense of expiation involving forfeiture" means as before. Here, the fundamental offenses are classified: a monk uses an old seat.
