If we find suitable cloth at the right time, we should say "accept." That is to say, the monks do not accept those who have not turned unsuitable items into suitable items, and understand the way in which suitable cloth can be accepted at the right time, the value of the cloth is those who have not turned unsuitable items such as gold and silver into suitable items. Suitable cloth is that which can be used. Finding it at the right time means finding it at the time of wearing cloth, at the time when one can beg, and at the time of giving. "Accept" means to possess, and that is what should be said. If that messenger says to the monk, "Venerable ones, is there anyone who is in charge of handling affairs?" it means that the messengers are investigating who is doing suitable things for the monks. The word "in charge of handling affairs" is supplementary and merged into one basis. If the monk wants cloth, the messenger will say, "This person is in charge of handling the affairs of the monks, this person is in charge of handling the affairs of the monks," or point out the monastery manager or the layperson in charge. That is to say, the monk points out who is doing suitable things for the monks. The monk who wants cloth means that if he strives for cloth. The monastery manager and the layperson in charge are different bases, and both are in charge of handling affairs and in charge of handling affairs. Among them, the monastery manager is the one who does suitable things, such as servants and playmates. A layperson refers to one who has taken refuge in the Three Jewels and taken the five precepts, and belongs to the retinue of the monk. Then, that messenger takes the value of the cloth and should go to the person in charge of handling affairs, and after going there, say to the person in charge of handling affairs, "Living one, person in charge of handling affairs, please know! Use the value of these cloths to buy this and that kind of cloth, and when the monk named so-and-so comes, please put suitable cloth on him at the right time." That is to say, the messenger hands over the value of the cloth to the person in charge of handling affairs, and has them turn these into suitable cloth and then hand them over to that monk.
