The term "who" is used to indicate that there is no transgression for the novice, but if used by others in the future, it will result in transgression. As it is said, there is no transgression for the novice, the insane, the mentally disturbed, and those afflicted by sensations. The term "bhikshu" refers to those bhikshus who have taken full ordination through supplication and the four karmas, excluding the four types of bhikshus: nominal bhikshus, self-proclaimed bhikshus, begging bhikshus, and those who have conquered afflictions. The term "who" refers to any other place such as Sudāna or a monastery. The term "together with the bhikshus" refers to those who are different from them, who are in harmony with the Dharma, and whose conduct is as pure as Brahma. The term "equal in discipline" means that they are the same in what should be done and what should not be done.
