The Sangha is one with few desires and few activities. Regarding questions such as "What is the first thing the Sangha does?" the Buddha has spoken. The term "Bhagavan" refers to one who has conquered the four maras and possesses six qualities. The term "Shravaka" refers to one who proclaims how to attain the fruit. The term "Sangha" refers to their assembly, because it is indivisible. The term "few desires" refers to mental desires. The term "few activities" refers to activities of body and speech. The term "What is the first thing the Sangha does?" refers to prohibition, because the Sangha of the Bhagavan's Shravakas has few desires and few activities, therefore, when the Sangha gathers at the time of Posadha, what else is there to do first other than reciting the Pratimoksha and purification? There is nothing else, by prohibiting the statement "gather everything together," the prohibition of not gathering is shown through the method of prohibition. Or, "What is the first thing the Sangha does?" refers to a question, because the Sangha of the Bhagavan's Shravakas has few desires and few activities, therefore, when the Sangha gathers at the time of Posadha, what should be done so that it does not become a discordant gathering? This is a question. As an answer to this question, the Buddha said, "Ask those venerable ones who have not arrived about their consent and purity, and after asking, also speak it out." The term "those who have not arrived" refers to whichever of the five kinds of harmonious Posadha is being performed, whether it is the fourteenth, the fifteenth, the auspicious Posadha, the Posadha where harm has occurred, or the reconciling Posadha, at that time, all those who are qualified to complete the Bhikshu Sangha within the boundary should gather at the place of Posadha, and among them, those who are not allowed to gather are those who are afraid due to illness, inability, danger to life, or danger to Brahmacharya, and have not arrived at the place of Posadha. Except for those who are not allowed to gather, if others are within the boundary, they are not allowed not to come to the place of Posadha, and all those who do not come will cause themselves to commit offenses, and the activities of the Sangha will not be accomplished.

The reason for asking for consent and complete purity is to avoid doing things that are inconsistent with the activity. There are two kinds of inconsistency: not joining the assembly and causing it to revert. Among them, not joining the assembly means: a bhikkhu belongs to the boundary of that monastic enclosure and is suitable as a supplement to the Sangha, or because consent has not been joined in the assembly of the Sangha, this is inconsistency. Causing it to revert means: a bhikkhu belongs to the boundary of that monastic enclosure, naturally abides, has not fallen from conduct, is properly restrained, clearly knows the actions of discipline, has no hatred, because the things done for other activities are inconsistent with the Dharma and cause it to revert, this is inconsistency. Therefore, in order to clearly explain these two inconsistencies, one should ask those who have not arrived for consent. Asking for complete purity is to make those who have offered consent become vessels. The ritual is: during the recitation of the manager, the Vinaya holder counts the number of bhikkhus, and if there is suspicion that there are those who have not arrived or those who have come suddenly, then in that recitation, all the Sangha gathers in the place of activity, and assigns a bhikkhu with five qualities, or two or three, to be assigned by words, and then he searches, calls, sits loudly, and searches from the depths of his heart within the monastic enclosure by looking in all directions. For those who have not arrived, one should ask: Now that the Sangha is holding the recitation, do the venerable ones offer consent? Are the obstacles to the Dharma completely pure? Those who have not arrived should offer consent and complete purity. The usual practice of a bhikkhu offering consent and complete purity is as follows: the bhikkhu offering consent and complete purity takes off his shoes, bares one shoulder, prostrates to the elder, then squats down, joins his palms, and says these words: Venerable ones, please listen. Now is the fifteenth recitation of the Sangha, I am the bhikkhu so-and-so.
