When they were fighting, exposing each other's shortcomings, disagreeing, and arguing, the monks heard what these monks were saying and thought, "I will give them names like they do." Because of this, they were scolded, ostracized, and talked about for listening without speaking. The monks reported this matter to the Blessed One. Then, the Blessed One, as before, said again, "If any monk, when monks are fighting, exposing each other's shortcomings, disagreeing, and arguing, hears what these monks are saying and thinks, 'I will give them names like they do,' and because of this, listens without speaking, he commits a downfall." Thus, the rule was established. The place was Shravasti (Minyanyö). The person was Neyedga. The affliction was the thought of craving flesh and blood. The offense is listening to the discussion of settling disputes. Among them, a monk refers to the son of Shakya, Liking, or anyone else like him. The monks refer to those who believe in this Dharma. Fighting, exposing each other's shortcomings, disagreeing, and arguing refers to being in opposition or on the other side. 'Hearing what these monks are saying and thinking, I will give them names like they do,' refers to suppressing the other party in that way with such a thought of antidote. 'Because of this,' means not for other reasons. 'Listening without speaking' means listening attentively without speaking. 'Committing a downfall' means as before. Here, the fundamental downfall is explained in detail: When monks are in conflict, when monks are discussing, except for wanting to settle the dispute, they are focused on creating chaos, focusing on listening, understanding the meaning of the sound, or not because of getting lost or wanting to settle the dispute, but driven by other purposes, after knowing, using footsteps, coughing, spitting sounds, etc., making it impossible for others to understand, the root of the downfall caused by listening. The author of this matter is a monk.

Those are the plans for disputes and the thoughts of being devoted to engaging in quarrels. Regarding this, it becomes a fundamental downfall with five limbs: both sides are bhikshus, making plans for any dispute, being devoted to engaging in quarrels, the listeners are seated, and understanding the meaning with sound. If those limbs are incomplete, then reproach accordingly. The downfall caused by the listeners, that is the seventy-sixth. The beginning of the downfall of leaving without speaking is: The Buddha, the Bhagavan, was residing in Jeta Grove, Anathapindika's Garden in Shravasti. At that time, the Venerable Charkasha had abandoned all defilements and manifested Arhatship. The Venerable Adunpa went to कौशाम्बी (Kauśāmbī) and resided in a small hut. The times for walking quickly and breakfast had arrived. Gawa and Nyegawa were sitting in the Sangha at that time. The seventeen groups were fierce and suppressed others, and they were the holders of Sutras, the holders of Vinaya, and the holders of Matrikas. They said: Venerable ones, for a long time, the six groups have set up obstacles, just as Gawa and Nyegawa have set up obstacles, but others have not set up obstacles, just as Nyegawa has set up obstacles, but Gawa has not set up obstacles. A karma should be performed to make them leave this place. Then some people said: This person's brother is skilled in debate, we cannot perform the karma to make him leave this place. Some people said: When one person speaks, two people should not listen, but if the group speaks, the group is like a king. If they speak a little, then the karma of making them leave this place should be performed. They arranged the seats, struck the Ghandi, and admonished the bhikshus with words of inquiry. When all the Sangha was seated and harmonious, the elder narrator sat beside and said: Venerable Nyegawa, do you remember saying that you would cut open the stomachs of the seventeen groups and encircle Jeta Grove with their intestines? Nyegawa said: Venerable ones, that is a thing of the past, what is the use of mentioning a healed wound? They said: Bhagavan,
