Then he had it proclaimed, 'Look, coming out of...' When Charka saw those, he said, 'Children, why are you hindering me? Go back!' However, they did not go back, but kept proclaiming that, 'Brahmins and householders, wise ones! These Shakya's son monks are killing living beings, not returning from killing, not abandoning, not individually abandoning. Wise ones! Look at these Shakya's son practitioners, they even kill those whose skin is not needed, nor meat, sinews, and bones. Who would ridicule, saying that these bald-headed practitioners are thinking of alms and things?' At that time, they were slandering, reviling, and speaking harsh words. The monks reported to the Blessed One. Then, the Blessed One, as before, again ordained, 'Any monk who intentionally kills a living being belonging to the animal realm commits a downfall.' The place was Shravasti, the person was Charka, the affliction was malice, the offense was killing animals. Among them, 'any monk' refers to Charka, or anyone else like him. 'Intentionally' means after careful consideration. 'Living being belonging to the animal realm' refers to a crow, or anything else like it. 'Kills' means killing its life. 'Commits a downfall' means burning, cooking, falling into the hells of sentient beings, animals, hungry ghosts, evil realms and evil paths, and wrong views. Moreover, as long as that downfall is not confessed, and not individually confessed, it will obstruct virtuous dharmas, therefore it is said to commit a downfall. Among them, here the fundamental downfall is distinguished and established: A monk, with the intention of killing, strikes any animal with a weapon or the like, with the body, or what is thrown by the body, or anything with both, and with that action, dying at that time or another time, each one killed by one action becomes the basis of the downfall of killing an animal. The agent here is: the intention to kill and the animal.

It is sentient beings belonging to the animal realm. This has five branches that become the actual downfall: the intention to kill, being an animal's realm, recognizing it there, striking, and dying. If the branches are incomplete among them, then it is a medium offense according to the situation. The downfall of killing animals is the sixty-first. The beginning of the downfall of generating regret is: The Buddha Bhagavan was dwelling in Jeta Grove, Anathapindika's Garden in Shravasti. At that time, the Venerable Great Maudgalyayana completely liberated the assembly of seventeen small groups of Sarva-born youths, including attendants, and ordained them. At that time, they relied on the group of six, approached, and respected them. Then, the Venerable Eka said to the seventeen groups: Seventeen groups, come here, do this and that. They said: Are you our teacher or preceptor? Why don't you do it? Eka said: Fools! Otherwise, what should be done? Thus, he grabbed them by the necks and drove them outside. They said: Venerable ones, whatever we, the group of six, have despised, all of that is born from our little learning. Now we want to hold onto learning, so in the future there will be no need to ask the group of six anything. Thus, they went to a monk and said: Venerable, please grant us reading. He said to them: It is convenient. Thus, they began to read there. Attendants and others said: Venerable, Eka and the seventeen groups do not rely on us there, do not approach, do not respect us. Eka said: I have driven them away, and now they have begun to hold onto learning. Venerable, Eka, you whipped our sleeping forms. As long as those fools have little learning, they rely on us, approach, and respect us. When they become learned, holding the Sutras, holding the Vinaya, holding the Matrika, fierce and subduing others, then that

Those fellows will think of harming us. Charaka said: I must make them unable to remember what they have heard, and make them completely forget what they have remembered. Having said this, he went to those people and said: Hey, seventeen assembly, have you made great effort? They said: We have made effort. What do you do with effort? Remember what you have heard. What will happen by remembering what you have heard? You will hear a lot. What will happen by hearing a lot? The faculties will be fully matured. What will happen by the full maturation of the faculties? One will enter Nirvana and the defilements will cease. Do you want to enter Nirvana and cease the defilements? Venerable Charaka, have we committed the five heinous crimes, or have we severed the roots of virtue? You have neither committed the five heinous crimes, nor have you severed the roots of virtue, but, have you not heard the Blessed One say that if a monk ordains someone who is not yet twenty years old as a monk, that person will not be successfully ordained, and those monks will also be blamed? You have been ordained before you are twenty years old, how can you enter Nirvana and cease the defilements? After hearing this, they felt depressed and sad. Their teacher came, and I said: Young men, why do you feel depressed and sad? They explained the situation in detail. He said: Have you not heard the Blessed One say that there is no fault for the first offender? You are first offenders, so you can be ordained. Come, receive the precepts! Also, who made you feel regret? They said: It was Venerable Charaka. Therefore, some monks rebuked, saying: Why do the monks knowingly make the monks feel regret? They ostracized Charaka and accused him. At that time, the monks reported this matter to the Blessed One. Then, the Blessed One said as before: Furthermore, which monk knowingly makes this monk unable to feel happiness even for a moment?
