The Blessed One was dwelling at Shravasti, in Jeta's Grove, Anathapindika's Park. At that time, a former cowherd monk named Mila had this kind of sinful view: "Whatever the Blessed One has said to be obstructing things, even if practiced, will not become obstructing. Thus I understand the Dharma taught by the Blessed One." Many monks, having heard this, reported it to the Blessed One. The Blessed One instructed, "Monks, in order to make that former cowherd monk Mila, and others like him, abandon that view, you should first admonish them. If they do not abandon it, you should admonish them with a request and the act of four matters." The monks did as instructed, but he still stubbornly clung to that sinful view, and tenaciously asserted, "Only this is true, the others are false." When they thus slandered, the monks reported it to the Blessed One. Then, the Blessed One said as before, "If there is still a monk who says, 'Whatever the Blessed One has said to be obstructing things, even if practiced, will not become obstructing. Thus I understand the Dharma taught by the Blessed One,' then the monks should say to that monk, 'Venerable, do not say that, do not slander the Blessed One, it is not good to slander the Blessed One, the Blessed One would not say that. Venerable, obstructing things are indeed obstructing, the Blessed One has said this in many discourses, if those things are practiced, they will become obstructing. The so-called "even if they rely on those" means even if they practice those even more. The so-called "it will not become an obstruction" means he says that it will not become an obstruction in the manner of a sramana. The so-called "thus the Bhagavan" refers to the Tathagata, Arhat, Samyaksambuddha. The so-called "dharma" refers to what was spoken by the Buddha and explained by the sravakas. The so-called "teaching" refers to the well-spoken. The so-called "if he says I know" means if he says I know everything. The so-called "to the bhikshu" refers to Evil View, or anyone else like him. The so-called "by the bhikshus" refers to these dharma holders. The so-called "thus he says" means one should exhort and persuade. The so-called "when the bhikshus exhort that bhikshu thus" means when exhorting. The so-called "if he gives up that basis" means if he completely gives up that aspect of view. The so-called "that is good" means that is good. The so-called "if he does not give up" means if he does not completely give up. One should correctly exhort two or three times.
