As before. Regarding this, here are the distinctions of the root downfall: If a bhikshu expels a bhikshu from the sangha's monastery, whether himself, another bhikshu, a bhikshuni, or someone who has not taken full ordination, there must be harm to that person, obstacles to life, etc., or there is fear that what has arisen will not be pacified, or there is fear that the sangha will have disputes, or if he expels with any thought that is not the antidote of wishing that what has arisen will not be pacified, then it becomes the root of the downfall of expulsion. The agent here is the bhikshu himself who is to be expelled, and the sangha's monastery itself from where he is to be expelled is the agent itself. In this, it becomes a root downfall with five limbs: the bhikshu himself who is to be expelled, and the sangha's monastery itself from where he is to be expelled, and expelling by himself or another bhikshu, or a bhikshuni, or anyone who has taken full ordination, and if harm arises to him, and disputes arise in the sangha, and expelling with any thought that is not the antidote of wishing for pacification, and the expulsion is ultimately completed. If any limb is missing from those limbs, then it should be reproached accordingly. The downfall of expulsion is the sixteenth. Then, the four topics of the downfall of prevention: The Buddha Bhagavan was dwelling in Shravasti, in the Jeta Grove, in the Garden of Anathapindika. At that time, the venerable Charka said to the new bhikshus: Venerable ones, please come! Let's go on a tour, and there we will also subdue the opponents, and also proclaim our own fame, and also accomplish gains, and let you be free from being busy with begging bowls, robes, nets, bowls, belts, reading, recitation, yoga, and attention. Having encouraged them in this way, Charka had them arrange lodging, and when they arrived near a monastery in a rocky mountain, the sangha in that monastery struck the ghanta for lodging, and Charka's attendants came before him, and Charka and himself accepted lodging and sat down.

This concerns the Bhikshu Chāraka. They were distracted by idle chatter outside until dusk before returning. They arranged Chāraka's dwelling place poorly and, after asking each other, went to sleep. When they had just fallen asleep, Chāraka came, knocked on the door, and entered the room. He nudged some of them with his elbows and others with his knees, using the fact that whoever was inconvenienced would leave as an excuse. He then oppressed them and drove those attendants outside. There, without a roof or covering, they were endangered and suffered from the cold wind. The next morning, they rose early and went to Shravasti (Mnyan-yod), where they recounted in detail to the Bhikshus what they had encountered. "Bhikshus, why are you so stingy? Bhikshus, from the Sangha's monastery, knowingly arrive later than the Bhikshus who arrived earlier, using the fact that whoever is inconvenienced would leave as an excuse. They then oppress them, preventing them from sleeping or sitting on their seats." They condemned, reproached, and criticized. At that time, the Bhikshus reported this matter to the Blessed One. Then, the Blessed One said as before, "Furthermore, any Bhikshu who, in the Sangha's monastery, knowingly arrives later than the Bhikshus who arrived earlier, using the fact that whoever is inconvenienced would leave as an excuse, and then oppresses them, preventing them from sleeping or sitting on their seats, commits a transgression." The location was Shravasti (Mnyan-yod), the person was Chāraka, the affliction was quarreling, and the offense was later oppressing the Bhikshus. Among these, "Bhikshu" refers to Chāraka, or anyone else like him. "Of the Sangha" refers to the Tathagata's Shravaka Sangha. "In the monastery" refers to a place where the four activities, namely walking, standing, sitting, and sleeping, can be performed. "Bhikshus" refers to these followers of the Dharma. "Arrived earlier" refers to those who resided there earlier. "Knowingly" refers to knowing oneself or being informed by others. "Arriving later" refers to arriving after that. "Whoever is inconvenienced" refers to whoever cannot feel comfortable. "Would leave" refers to him leaving from there to another place.
