If the "Nekor" is within forty-nine cubits, and if it is not surrounded by walls or the like, then it starts from the "Rungnyi" place. If it is surrounded, then it starts from the gatehouse. The meaning of "except for such conditions" is that such conditions are established. The meaning of "falling offense" is as before. Here, the establishment of the actual falling offense is as follows: A Bhikshu in the Sangha's residence, beds and small beds, cushions with inner linings, as well as bedding, pillows, round cushions, etc., whatever belongs to the components of the residence, whether placed by oneself or assigned by others, if placed without cover, not collected, or not put into storage, or not entrusted to the residing Bhikshu, exceeding the boundary of forty-nine cubits, even if it is not the enjoyment of the residence, if one sleeps or enters into Samadhi there, even if it does not exceed the "Nekor," it becomes the enjoyment of the residence, then it becomes the reality of the falling offense of the residence. The agent of this is the Sangha's residence itself, and those who place it themselves or assign others to place it without cover, etc., are all agents. This has five branches, becoming the actual falling offense: the Sangha's residence itself, and placing it oneself or assigning others to place it without cover, not collecting it or not putting it into storage, or not entrusting it to the residing Bhikshu, exceeding the "Nekor," or sleeping or entering into Samadhi there, etc., and the three kinds of enjoyment, being blown away by the wind, or being wet by the rain and displaced, or being hit by hailstones, etc., in sequence and displaced, whatever happens. If these branches are incomplete, then one commits a minor offense according to the situation. The falling offense of the residence is the fourteenth. The origin of the falling offense of laying down a mat: The Buddha Bhagavan was dwelling in Shravasti, in the Jeta Grove, in the Garden of Anathapindika. Two Bhikshus from the south, an elder and a younger, came to Shravasti to prostrate at the feet of the Bhagavan. The elder's monastery was designated as having a residence, and the younger's monastery was designated as having no residence. The younger one was diligent in practice, so he took many grasses and laid them down as a mat reaching up to his knees. The elder thought, what would the younger one's monastery be like.

Thinking, "The entrusted matters will increase," he went there. Soon, he saw that good cushions were laid out, and thought, "If I keep postponing the departure, then tomorrow's departure will be delayed, so I should stay here!" So he returned the monastery, including the dwelling, to the monks for allocating dwellings. The two of them stayed overnight in that monastery, and the next morning they got up early and left. Because the soil in that area was oily and fertile, dew formed on the laid grass. The Blessed One saw that the entire interior and exterior of the monastery were covered with dew, and exclaimed "Aima!" and rebuked, thinking, "Brahmins and faithful patrons squeeze out their skin, flesh, and blood to give alms and do good deeds, but the monks do not know the cold and warmth, nor do they carefully consider and enjoy it at will." Thinking this way, just like before, he again established: Any monk who lays a grass mat or a leaf mat in the Sangha's monastery, or has someone lay it, but does not collect it, or has someone collect it, but does not entrust it to the monk residing there, and leaves from there, except for such a cause, commits a downfall. The location is Śrāvastī (6th century or 5th century B.C.E., ancient Indian city, present-day Uttar Pradesh), the people are two monks from the south, the affliction is not knowing the cold and warmth, nor carefully considering and enjoying it at will, and the fault is laying many cushions in the Sangha's monastery, but leaving without collecting them. Among them, "Any monk" refers to belonging to this Dharma. "Of the Sangha" refers to the Sangha of the Tathagata's Shravaka disciples. "In the monastery" refers to the place where the four behaviors, namely walking, standing, sitting, and lying down, can be performed. "Grass mat" refers to grass. "Leaf mat" refers to leaves. "Laying" refers to oneself. "Having someone collect" refers to others. "Monk residing there" refers to the monk who is there. "Without entrusting" refers to not handing over. "Leaving from there" refers to abandoning the danger. The danger there is within forty-nine cubits, and that is also what is blocked by walls, etc...
