If one mocks, one commits a downfall, thus it was established. The place is Rājagṛha. The persons are two: a friend and one born from the earth. The affliction is intolerance. The offense is mocking a monk who performs the actions of the sangha and engaging in biased mockery. Among these, if one mocks or engages in biased mockery, it means that with the intention of mocking and engaging in biased mockery, one utters speech and words, terms, sounds and expressions, definite words, the path of words, the sound of words, the action of speech, the expression of speech. "Downfall" means the same as before. Among these, here the fundamental downfall is categorized: if a monk, whether the sangha has appointed him to twelve tasks and he has freely engaged in the combination of tasks, or whether he has not been appointed and has not freely engaged in the combination of tasks, slanders him with reasons related to himself, whether he mocks him to his face or engages in biased mockery, if the sangha also includes him in that number, then it becomes the fundamental downfall of mockery. The agent here is: a monk who has been appointed by twelve people to combine tasks, or who has not been appointed and has not freely engaged in the combination of tasks, who slanders and mocks, and who engages in biased mockery. In this case, it becomes a fundamental downfall through five limbs: a monk who has been appointed by the sangha to twelve tasks, who engages in the combination of tasks freely or who has not been appointed and has not freely engaged in the combination of tasks, the slander itself, mocking or engaging in biased mockery or doing both, reasons related to oneself, and the sangha including him in that number. If those limbs are not complete, then blame accordingly. The downfall of mockery, this is the twelfth. The basis for the downfall of rebuking the admonition is: the Buddha Bhagavan was dwelling in कौशाम्बी (kauśāmbī, Kausambi) in the garden of गदङ्ग (gadaṅga, Gadanga) of कुण्डधारा (kuṇḍadhārā, Kundadhara). At that time, the venerable Gavampati had a downfall and did not confess it properly. To this, monks who desired benefit, desired happiness, desired comfort, desired to touch comfort, accomplishment, and desired happiness said: Venerable Gavampati, a downfall has occurred, please confess it according to the Dharma. He said: Who has had a downfall, who regrets

will be done for that reason. If you venerable ones have transgressions, do not confess before me, go and confess before others. You venerable ones are like this, for example, just as various leaves of trees are scattered by the wind, some fall together and some gather together, you are ordained from various castes, various lineages, and various families. My holy one has attained enlightenment, when the monks turn a deaf ear to admonishments, or remain silent, the monks request the Blessed One, and the Blessed One instructs: Monks, you should include the monastic community of monks, and others like them, in the ranks of those who turn a deaf ear to admonishments or remain silent, by means of a request. Even if the monastic community includes them in the ranks of those who turn a deaf ear to admonishments or remain silent by means of a request, but those monks still turn a deaf ear to admonishments or remain silent, then, those monks with few desires will rebuke: Why do these monks turn a deaf ear to the admonishments of the monks or remain silent? They slander and speak harshly to each other. At this time, the monks request the Blessed One. Then, the Blessed One, as before, established the precept that "one who turns a deaf ear to admonishments commits a downfall." The place is Kauśāmbī. The person is the monastic community. The affliction is wrong view. The offense is that a monk turns a deaf ear to admonishments. Among them, "turning a deaf ear to admonishments" means that with the intention of turning a deaf ear to admonishments, one speaks language, words, names, sounds, expressions, definite words, the path of words, the sound of words, the actions of language, and the expressions of language. The meaning of "commits a downfall" is the same as before. Among them, the detailed determination of the root downfall is: if a monk wants to turn a deaf ear to an admonishment that belongs to a dispute with words, and speaks other words to turn a deaf ear, then, it becomes the root downfall of one who turns a deaf ear to admonishments.

It is when a Bhikshu admonishes with words about matters that are talked about. This has five branches that become a real downfall: a Bhikshu, an admonition that belongs to the discussion, admonishing with those words, and the Sangha counting it among them. If the branches are not complete, then they are punished accordingly. The downfall of admonishing into the ear, this is the thirteenth. The basis for the downfall of lodging is: The Buddha Bhagavan was staying in Shravasti, in the Jeta Grove, Anathapindika's Garden. At that time, a householder invited the Buddha Bhagavan and the Bhikshu Sangha to another house for a meal. The Bhikshu Sangha was staying. The Bhagavan was staying in a place of origin and manifestly accomplished alms. The Buddhas, the Bhagavatans, stay in a place of origin with five causes and manifestly accomplish alms. What are the five? Wanting to settle correctly inside, wanting to teach the Dharma to the gods, wanting to see the sick, wanting to contemplate the dwelling, and wanting to establish the basis of learning for the Shravakas in the Vinaya. In this meaning, the Bhagavan wanted to contemplate the dwelling, and wanted to establish the basis of learning for the Shravakas in the Vinaya. Therefore, he stayed in a place of origin and manifestly accomplished alms. Then, the Bhagavan, after the Bhikshu Sangha had left for a short time, remembered in his heart, took the key and went from one garden to another, from temple to temple, from house to house, from promenade to promenade, and gradually went. He went to a large house temple. At that time, there were many lodgings in that large house temple. Seeing that they were placed without cover and that a large untimely cloud had gathered, he said "Ema" and, after scolding, thought to himself, "Brahmins and faithful householders squeeze skin, flesh and blood and give alms. Whatever merit they do, the Bhikshus do not know warmth or cold and enjoy it without discrimination."
