Thus we say, monks, why do monks rebuke the monks, saying that the superior Dharma of humans is true to those who have not taken full ordination? They accuse, they insult, they slander. At that time, the monks reported to the Blessed One. Then, the Blessed One, as before, again established the precept: If a monk speaks the superior Dharma of humans as true to one who has not taken full ordination, he commits a downfall. The place was Vaishali. The persons were five hundred Arhat monks who had ordained from fishermen. The defilement was not examining due to uncleared habits. The offense was speaking the superior Dharma of humans as true to one who had not taken full ordination. Among them, a monk refers to one who belongs to this Dharma. One who has not taken full ordination: there are two types of full ordination: monks and nuns. Other than them are those who have not taken full ordination. Human Dharma refers to the Dharma of Nirvana of humans, which can be attained by humans, but not by Zama, Maning, hermaphrodites, etc., let alone hell beings, animals, and hungry ghosts. Superior refers to the realm of form being superior to the realm of desire, and the formless realm being superior to the realm of form. Alternatively, human Dharma refers to the five obscurations. Superior refers to abandoning those obscurations. True refers to its object itself being true. To speak refers to uttering. Downfall refers to being like before. Among them, here the fundamental downfall is distinguished and established: If a monk, without changing his mind, thinks that he possesses the superior Dharma of humans and that it is true, and speaks to one who has not seen the truth and has not taken full ordination, then it becomes the basis for the downfall of speaking the superior Dharma of humans. The agent here is a human being who has not seen the truth and has not taken full ordination, and the superior Dharma of humans itself. To this, through five limbs, it becomes a fundamental downfall: the superior Dharma of humans, truth itself, the listener is a human being who has not seen the truth and has not taken full ordination, and oneself speaks.
