If someone who has not fully received the Bhikshu vows immediately or afterwards recites the Dharma or words of the Vinaya, it becomes the basis for the downfall of reciting. The agent of this is a person who has not fully received the Bhikshu vows, and the Dharma and words of the Vinaya. In this case, the five branches become the basis for the downfall, namely: a person who has not fully received the Bhikshu vows, the Dharma or words of the Vinaya, immediately or afterwards, for the purpose of reciting, and reciting. If these branches are not complete, then it is mitigated accordingly. The downfall of reciting, this is the sixth. The basis for discussing the downfall of speaking of evil places is: The Buddha Bhagavan was in Shravasti, residing in Jeta Grove, Anathapindika's Garden. Because they had not separated from desire and had not abandoned their afflictions, the Bhikshus were committing Sanghavasesa offenses, and some were growing old having lost their way. When those Bhikshus heard from those who held the Sutras, held the Vinaya, and held the Matrikas, at that time they were properly removing and transferring the downfalls and acting in a satisfactory manner. When distributing water to the Sangha, the Brahmins and faithful householders said: Those who realize jewels also examine them more closely than this and collect jewels. These elder Bhikshus who desire merit also distribute water to the Sangha and accumulate merit and so on. When the group of six Bhikshus heard this, they said: Wise ones, do you think that these are distributing water to the Sangha of the good Dharma? In reality, these people are doing the work of annihilation. They said: What have these people done? The group of six Bhikshus have done what should not be done, they have done this and that. When they said this, those who were elder Bhikshus, for the time being, their situation is like this, then what will be the situation of the intermediate Bhikshus and the new Bhikshus? Residing with those who anoint with oil, and also to the attendants, after the Group of Six monks declared offenses, when they arose from those offenses, they would instruct their own novices, saying, "Do the work!" They would say, "This work was done by you who constantly engage in misconduct; we do not do it." Some monks with few desires would rebuke, saying, "Monks, why do monks declare offenses to those who are not fully ordained?" They would slander, mock, and revile. At that time, the monks reported to the Blessed One. Then, the Blessed One, as before, established the precept, saying, "If a monk declares an offense to one who is not fully ordained, except with the permission of the Sangha, it is a Pācittiya offense." The place was Śrāvastī. The persons were the Group of Six. The affliction was jealousy of others' praise. The offense was a monk declaring an offense to one who is not fully ordained. Among them, "monk" refers to the Group of Six or anyone similar. Regarding "to one who is not fully ordained," there are two who are fully ordained: monks and nuns. Those other than them are not fully ordained. Regarding "offense," there are two types of offenses: those that cause defeat (Parājika) and those that cause residual community (Saṃghāvaśeṣa). Why are they called offenses? Because their nature is karma and causation. "Declaring an offense" means speaking. "Except with the permission of the Sangha" means setting aside the permission of the Sangha. "It is a Pācittiya offense" means as before. Here, the classification of the actual offense is as follows: If a monk, without being appointed to declare the Sangha's offenses, speaks of Parājika and Saṃghāvaśeṣa offenses to a listener who is not fully ordained, whether separately or collectively, it becomes the basis for the Pācittiya offense of declaring offenses. The agent here is: the listener is not fully ordained, and the primary cognition is the lack of understanding of the Parājika and Saṃghāvaśeṣa offenses.

Here, five factors will cause a fundamental downfall: a bhikshu is not appointed by the sangha to declare offenses; and he knows that the listener is not fully ordained and does not know the offenses; the listener is a human being but not fully ordained; the offense will lead to defeat; the remaining sangha speaks of anything separately or collectively; and the other party understands the meaning. If these factors are incomplete, then there will be corresponding blame. The downfall of declaring offenses is the seventh. The basis for the downfall of speaking of superhuman qualities is: The Buddha Bhagavan was residing in Vaishali, in the multi-storied mansion by the Monkey Pond. At that time, the Buddha Bhagavan told the story of five hundred fishermen who relied on the delightful river and caught crocodiles and fish. They were ordained and fully ordained in the Dharma and Vinaya well spoken by the Buddha, and they realized the state of Arhat. When there was a famine, those who had promised to stay near the fishing village told their relatives how they had attained superhuman qualities. Because the world likes qualities, the relatives even took food from their own children and offered it to them well. When the rainy season ended and there was a great gathering, the bhikshus went to pay homage to the Bhagavan. The venerable Ananda saw that those bhikshus who had promised to stay before Spongji were thin, weak, emaciated, dry, without bodies, and had reduced skin, flesh, and blood because they were busy with alms. And those bhikshus who had promised to stay near the fishing village were fat, and had full skin, flesh, and blood because they were not busy with alms. So he asked the reason, and they also spoke in detail. The venerable Ananda asked them: Are you allowed to speak the truth about superhuman qualities to those who are not fully ordained? They replied: It may be possible, and it may not be possible.
