If the limbs are incomplete, then one should be rebuked. Saying that it is a downfall of sowing discord, this is the third. The basis for the downfall of causing annoyance is: The Buddha Bhagavan was dwelling in Shravasti, in the Jeta Grove of Prince Jeta, in the Anathapindika Garden. At that time, the Six Groups of monks, knowing that the Sangha had harmoniously and lawfully settled the dispute, said: This dispute has not been subdued with sticks, it has not been properly subdued with sticks, it should be subdued with sticks again. This dispute has not been definitely investigated, it has not been properly definitely investigated, it should be definitely investigated again. This dispute has not been pacified, it has not been properly pacified, it should be pacified again. Thus, repeatedly causing annoyance, the monks pacified the dispute again and again, leading to many things and many actions, thereby abandoning the learning of scriptures, recitation, reading, yoga, attention, and the inner peace of mind. Therefore, the monks with few desires rebuked them, belittled them, and spoke harshly to them. At that time, the monks reported this matter to the Bhagavan. Then, the Bhagavan said as before: If a monk, knowing that the Sangha has harmoniously and lawfully settled the dispute, repeatedly causes annoyance, it is a downfall. Thus, the precept was established. The place was Shravasti. The people were the Six Groups of monks. The affliction was the love of dispute. The offense was causing annoyance. Among them, the so-called "if a monk" refers to the Six Groups of monks, or anyone else like them. "Sangha" refers to the Tathagata's Shravaka Sangha. "Harmoniously" refers to being of one mind. "Lawfully" refers to being according to the Dharma, according to the Vinaya, and according to the teachings of the Blessed One. "Dispute" refers to the four disputes, namely, disputing because of regret, disputing because of not admonishing, disputing because of downfall, and disputing because of affairs. "Settled" refers to having been pacified. "Knowing" refers to knowing completely by oneself, or by being told by others. "Repeatedly causing annoyance" refers to doing it again.

It is said to be a downfall, as before. Here, the actual downfalls are distinguished: If resident monks, those who perform actions, and those who offer desires, knowingly use karma to rebuke any dispute between two monks that has been properly pacified by the Sangha, it becomes the basis for a downfall. The agent here is the very fact that the dispute between the two monks has been properly pacified by the Sangha, with the primary focus on awareness itself. In this case, five factors lead to the actual downfall: both the disputant and the respondent are monks themselves, any of the four disputes, the Sangha has properly pacified it, the one who pronounces the downfall knows this, and again, using karma to rebuke. If any of these factors are incomplete, appropriate reproaches are given. This is the fourth downfall of rebuking. The basis for the Buddha's downfall is: The Buddha Bhagavan was dwelling in Shravasti, in the Jeta Grove, Anathapindika's Garden. The venerable Charka, knowing the science of astrology, put on his lower garment in the morning, took his bowl and robes, and went to Shravasti for alms, teaching the Dharma to Brahmins and householders. He asked a bride: "Aunt, what is your daughter-in-law like?" She said: "Venerable, she is like a female rabbit struck by an arrow." Charka said: "Aunt, do you think that is her fault?" Because she has rough marks on her, between her breasts, between her abdomen, and between her waist, there are moles, boils, birthmarks, red birthmarks, and curly hair, that is her fault. After that, he went to the mother-in-law and asked: "Aunt, what is your daughter-in-law like?" She said: "Venerable, her faults can be sharpened with a whetstone: lazy, not diligent, harsh, scolding and rebuking." Charka said: "Aunt, do you think that is her fault?" Like this, she has rough marks on her, between her breasts, between her abdomen, and between her waist, there are moles, boils, birthmarks, red birthmarks, and curly hair.
