is the mind wandering towards objects such as form. That itself is because each and every one becomes an obstacle. 'Carelessness' means abiding in carelessness. 'To be conceited' means arrogance; with a conceited mind, one dwells in uprooting the root of all qualities. Because one is destroyed by pride, qualities do not last long. Thus it is said, and so on. Or, like a tall reed, empty inside and with little essence, this is a definitive statement. 'Bhikshu' means even if one has become fully ordained. 'Outer and inner' means the mind wandering towards objects such as form; each of these, in turn, becomes an obstacle, so that the precepts and so on are not fully perfected, and the ultimate goal is not achieved. This is said because it is applied to fully purify the precepts and so on, and to be free from their obstacles. By what precepts does one become pure or impure? As it is said, 'From being covered by clouds,' and so on. In the country of Kausambi, when the venerable one was dwelling in desire, he repeatedly broke the precepts and did not repent. When the bhikshus questioned him about this, he said, 'I have not seen this aspect of breaking the precepts.' At that time, the bhikshus reported to the Blessed One, and the Blessed One spoke two verses. 'From being covered by clouds' means that wherever faults are hidden, like being covered by clouds, this should be known as the distinction of breaking the precepts, because others are impossible. Moreover, because of forgetting mindfulness, the precepts become impure, with a slight difference. If one covers it up for fear of cutting off gain and respect, then the practice that is close will appear, and others will increase. Just as when the sky is covered by clouds, rain will fall, and when it is cloudless and clear, rain will not fall. Similarly, when one separately confesses and speaks in front of a few people, then it will not bind the continuum. Therefore, one should eliminate the covering. And, based on this reason, one should also confess the obscurations that others cannot fully know.

If that were the case, it would not fall, nor would it cause sins, etc., to grow in this way. As it is said, "Rain falls when covered by clouds," due to the obscuration of ignorance, the four noble truths are covered, and the rain of all afflictions of defilements and births will fall. But those who are without obscurations do not do this, so others say. The meaning of this is, if someone asks, is it not appropriate because it is unrelated to discipline? That is very suitable for pure discipline, because it has been said, "Like that, always seeing," these merits and faults are understood here. To always study means that one should always study discipline, etc. Monks, abide by proclaiming whatever sins there are, hiding any virtues, and do not be obscured by sins. A monk is one who follows the teachings of the Blessed One, and his characteristic is "the restraint of discipline," as it is said. For the conduct spoken of in the Vinaya Pitaka, one should be completely restrained, and completely restrained by discipline and the restraint of the senses. Then, what kind of difference is to be accomplished? It is called "the path to Nirvana," which is the method of going to Nirvana. Merely quickly means merely fast. Completely pure means to be completely perfected through meditation, because the Sutra says, "The path should be meditated upon." In order to show the method of meditating on the path, these were said. In order to show that discipline is the supreme fragrance, five verses were spoken, starting from "The fragrance of flowers does not go against the wind," etc. After that, the Venerable Ananda went alone to a secluded place and properly applied his mind, and when such mental discriminations arose, in order to eliminate them, it was extensively said that there are three kinds of fragrance, etc. "Flower fragrance" means the pleasant fragrance of flowers. "Does not go against the wind" means it does not go without following the direction of the wind. If that were the case, then Parijata and Kovidara, etc., if not following the wind, the fragrance would spread for a hundred yojanas, while following the wind
