It is what should be done and what is done. Who is the wise one here? This refers to the noble Shariputra and others, who act wherever they have the ability. Here, it refers to the meaning of being able to act by oneself. Who is the wise one here? Those who pacify with gentle words. This refers to the elimination through messengers who connect with each other and the replies of the messengers, as well as the continuation of teachings and rebuttals. The dispute will be pacified, meaning the conflict will be resolved. Others show different meanings here, saying: The monks of Kaushambi, who have resided there for a long time, are fierce and suppress others, holding the sutras, etc., together with their retinues, and those who suddenly came from Vaishali also arrived there in the same way. They argued in order to distinguish the words of the sutras, and then the people of Kaushambi sought the faults of the others and made internal regulations. The monks of Vaishali did not follow them, so they argued for twelve years. To this, the people of Kaushambi said: Our explanation of the sutras is meaningful and timely, thus mocking the people of Vaishali, and saying: The wise examine, etc. Examination refers to being examined by others, because it is completely unclear and unrelated to reason, and does not match the apparent intention, meaning, and words. Not only are the words examined and spoken like this, but they also appear like the wise. The wise are those who have wisdom, and whose words appear there are called the wise. However, one will obtain the same status as other people, being an image of the wise, therefore it is called the wise, that is its meaning. Words are speech. It shows the field of action. This refers to arising in the appropriate place and being timely. If it is not showing the field of action, then everything will become illogical, and they will expose each other's shortcomings. The people of Kaushambi were exposed by the other party, and said: You are not wise, etc. The mouth is made to strive by the bird. This refers to ignorance.

The supreme decline that corresponds to the power of... is called "verbal action," and the mouth is the gateway of the mouth. The so-called "effort" is extreme effort. You are not only engaged in verbal actions, but also have no understanding of the meaning of the scriptures. You must be driven by others and act according to the words of others, that is, controlled by others. The so-called "you are unwise" means that even the lama who drives you knows nothing. If he himself knows nothing, how can he teach you? They also replied to this, saying, "Because the other party does not understand." This refers to those who speak evil words to us and our guides, which are you, that is, the other party. The so-called "to this" refers to the distinction of the meaning of the scriptures. The so-called "does not understand" refers to not understanding the truth of the meaning. Therefore, it is said, "I strive for this." It means that I personally strive here, not us, and even Brahma and others cannot do this. The people of Vaishali said, "Here" refers to those who truly understand this matter, and they will tend towards tranquility. The so-called "words of reconciliation" refers to those who can mediate and reconcile the various parts, that is, approach the source of the dispute. If there is none, then there is none. The so-called "words of reconciliation," others say, refers to digging up the root of the dispute, etc. Because of not hearing, one does not understand. Because of not understanding, one remembers the harm caused by others. From this arises resentment. Only from this arises dispute. In order to explain such a causal relationship, it is said, "Speak evil words to me," etc. The so-called "insult me" refers to remembering that I used harsh words before, and therefore holding a grudge. The so-called "speak evil words to me" refers to saying, what did you say? It's like saying that I am someone's slave. The so-called "I am defeated" means that I am defeated, deceived, and therefore insulted. The so-called "make me defeated" means being defeated by the hands of others, that is, in the manner of making others act.
