།འཕགས་པས་གསུངས་པ་ནི་སྟོན་པའོ། །འཕགས་པ་ནི་སངས་རྒྱས་དང་སངས་རྒྱས་ཀྱི་ཉན་ཐོས་ཏེ། འདི་ནི་ཆོས་ཀྱི་ཚིག་དང་པོའོ། །སྙན་སྨྲ་མི་སྙན་མ་ཡིན་དེ་གཉིས་པ། །ཞེས་བྱ་བ་ནི་འཇམ་པར་སྨྲ་ཞིང་དགའ་བ་བསྐྱེད་པ་སྟེ། 是行为的意义。罪人如前所述。损害者,是指损害自己和他人,就像火一样。孩童罪人等,特别是指损害自己,对自身造成伤害。如果有人说罪恶的话语,那他肯定会舍弃他人,完全舍弃来世。这里“他人”一词,是来世的因缘。因为重视来世是好的,但不造作产生不悦意果报的罪业,亲近善业等。除此之外的,毫无疑问会造作罪业。如何理解造作罪业并舍弃来世呢?说了“说话时会束缚”。因为那些说罪恶之语的人,会被恶趣业力的绳索束缚,从那里出生后,会感受特殊的痛苦。因此才说:“他们不说高尚之语。”意思是,不好的话语,高尚的人们不会说。如果那样,谁会说呢?说是孩童,因为他们没有看到其中的过患。以言语造作恶业,是为了向那些不了解过失的人展示其过失,从而避免它,所以才说了这些。为了表明,那些正确约束言语,宣说佛法的人,他的话语非常悦耳,所以说了“比丘约束言语”等。有比丘请问:尊者,比丘们以何种方式被称为善语者?以及在何种情况下说了这些?另一些人说,光明国王迎请了世尊和声闻比丘僧团,并以丰盛的饮食使他们满足。具寿盐好心想:国王白天以物质使我们满足,晚上我也要以佛法使他们满足。他如何获得各种各样的殊胜之处呢?

It is the meaning of action. Sinners are as previously stated. A harmer is one who harms oneself and others, like fire. Childish sinners, etc., especially refer to harming oneself and causing harm to oneself. If someone speaks sinful words, then he will surely abandon others, completely abandoning the next life. Here, the word "others" is the cause of the next life. Because valuing the next life is good, but not creating sins that produce unpleasant results, approaching merit, etc. Others, without a doubt, will commit sins. How should one understand committing sins and abandoning the next life? It is said, "When speaking, one will be bound." Because those who speak sinful words will be bound by the ropes of evil destinies, and after being born there, they will experience special suffering. Therefore, it is said, "They do not speak noble words." It means that bad words are not spoken by noble people. If so, who would speak them? It is said that it is children, because they have not seen the faults in them. To commit evil deeds with words is to show the faults to those who do not understand the faults, thereby avoiding them, so these were said. To show that those who correctly restrain their speech and proclaim the Dharma, his words are very pleasing, so it is said, "Monks restrain their speech," etc. A monk asked: Venerable, in what way are monks called good speakers? And under what circumstances were these said? Others say that King Bright invited the Blessed One and the Sangha of Shravaka monks, and satisfied them with abundant food and drink. The Venerable Salt Good thought: The king has satisfied us with material things during the day, and at night I will also satisfy them with the Dharma. How did he obtain various kinds of special qualities?

Thus, he taught the pleasing Dharma, and having made that the cause, he spoke these words. "Speech restrained" means to properly guard the mouth, because all misconduct of speech is abandoned. "Bhikshu" means one who studies the scriptures and begs for alms; the Blessed One also spoke of the meaning of "Shravaka." Therefore, it is the word of abandoning idle talk and being perfectly restrained, because the words of other heretics are unrelated words. "Speaking slowly" means speaking little, because one speaks slowly only to utter words that are meaningful and necessary. What is that like? It is said, "Without arrogance," which means abandoning nearness to peace and instability. "Whoever possesses Dharma and shows meaning," means whoever possesses the qualities previously taught, and at the right time and occasion, properly shows the meaning of the Dharma, even during recitation and so forth, he shows the Dharma that is meaningful and not inverted. Or, it is because liberation is the most excellent of all meanings. Dharma is the path to attain it, and so forth. "That is pleasing to speak" means that it is the word spoken by the Great Lord himself, because it is pleasing and without fault, it causes attachment like honey, meaning it is pleasing and satisfies the sense of hearing. Therefore, well-spoken is highly praised, so it is said that well-spoken is supreme and so on. I shall explain to you the aspects of the four-line Dharma. Listen to it, until this is said. Speaking by connecting the differences is well-spoken or well-said, "Who has connected the differences?" means that it is the only one, the well-spoken itself is the connection, just like that. Supreme or chief is the word that makes no difference, because there is no connector. Spoken by the noble ones is the teacher. The noble ones are the Buddhas and the Shravakas of the Buddhas, this is the first word of the Dharma. Speaking the Dharma, not worldly speech, this is the fourth. The name "speaking the Dharma, not worldly speech" means speaking here according to the meaning of reason. Worldly means not unrelated words. Or, good speech refers to the good speech of praise. There are also three ways: pleasing, not reversed, and beneficial. Those are indicated in order by "speaking pleasant words, not unpleasant words," and so on. Speaking pleasant words makes (others) extremely happy. Speaking truthfully makes the precepts complete. If asked, "Are your precepts broken or not?" (one should answer) I speak truthfully, and because of shame, I do not break the precepts or transgress. Even if transgressed, one can repent truthfully, and thus become completely pure again. Speaking the Dharma can make others return from non-virtue and abide in virtue, therefore, speaking pleasant words has no lies and no illegality. For worldly people, there are speaking untruths and so on. In order to make those who are attached to irrelevant chatter listen to good speech, these were said. In order to separately explain that verse, it was said, "Those words should be spoken," and so on. When the Blessed One taught the category of the four-sentence Dharma, the venerable Speech Freedom thought: How should I praise this category of the four-sentence Dharma? So he requested extensively and obtained permission, so he said these. "Those words should be spoken" means that those words should be spoken. "Whereby I am also not afflicted" means that words will not cause oneself to not be praised in this life, and will not cause suffering and burning in the next life due to pain. "Which is also harmless to others" means that harm means not harming others with body and speech, it should not be made different, it should not be separated. Those words should be well spoken. Means, should be well spoken at that time.
