It is called the Dharma without sorrow. Monks, I will explain in detail how to preach the Dharma with sorrow and without sorrow. For those who are filled with regret, life is extremely difficult. Listen carefully to where those people go. There are the Reviving Hell, the Black Line Hell, the Crushing Hell, the Howling Hell, the Great Howling Hell, the Hot Hell, the Very Hot Hell, and the Avici Hell. These hells are eight in number and difficult to cross, filled with cruel deeds. Each hell has sixteen additional hells, with four walls and four gates, divided into different areas, surrounded by iron fences, and filled with iron. There is a burning iron ground, filled with burning flames. For countless yojanas, it is covered with flames. It is difficult to bear the sound of the flames that subdue the miserly, destroying everything, causing hair to stand on end, creating fear and suffering. Those who slander those who uphold the true precepts and practice asceticism will fall into these terrible hells. They are cruelly destroyed and tormented like fish being cooked. Like dragons struck by weapons, they constantly utter cries of lamentation. In this way, those who do evil deeds utter great cries of lamentation. Thus spoke the Blessed One. Regarding the three ways of entering the womb, the story takes place in Shravasti.
