Therefore, if only dharma is the action, it is extensively discussed. The statement "What cannot be established?" arises because the self-nature of things is not considered the cause of the establishment of time. What is it then? It is acknowledged that in the states of being born, not being born, and pacification, it is the cause of the establishment of time. Even then, the establishment of time cannot be established. Regarding the question "What will not arise?", if it is thought that the unborn referred to by the unborn means what has not arisen in the previous future state of things that have already arisen, such as form? If it is that action has not arisen, then it will be said that only dharma has not arisen. Why? Because action is not something other than dharma. The so-called "destroyed by what" is later. What is absent in the past state? If it is said that action is absent, then it will be said that only dharma is absent later, because action is not something other than dharma. If one does not acknowledge the unborn as the born, what will happen? The present arising cannot be established. After arising, if one does not acknowledge that it does not arise again, then past time cannot be established. If one thinks of the unborn as the born, and after arising, also as unborn, then the three times can be established; otherwise, they cannot. The so-called "because birth and destruction are not permissible" is because the past and future exist in all times with their own nature. How can they possess birth and destruction? Therefore, the past and future are not permissible to possess the characteristics of conditioned phenomena. The way of words is that it has not appeared before. The way of words is contradictory, because it exists at all times and also possesses birth and destruction, which is a contradiction. In order to understand that meaning, the verse says: "Self-nature is also always present." (Tibetan: རང་བཞིན་ཡང་ནི་རྟག་ཏུ་ཡོད།) It means that whatever is the self-characteristic of form, etc., is considered to exist at all times. If that is the case, then colored things exist at all times, so it would become permanent. Therefore, it is said: "Things are also not considered permanent."
