Various people might be able to praise, but even so, Bodhisattvas, fearing distraction, did not let the continuum of their minds wander. The saying "nine eons were also gathered" means that with one effort, ninety-one eons, in order to perfect the perfection of diligence. The term "immediately prior to enlightenment" refers to the time of the vajra-like samadhi. There are two kinds of "immediately prior." Therefore, mentioning "prior" is to distinguish it from the "immediately prior" that follows. Why is "immediately prior" mentioned? Because one becomes a Buddha by perfecting the perfections. Regarding "as appropriate," some are both merit and basis, some are both merit and action, and some are only merit. How so? For example, it is explained in detail. The seven paths of action, such as killing, are both action and path because they are the nature of action and because, relying on them, the mind that arouses them from all aspects arises. The three, such as covetousness, are only paths of action. What is action? It is the mind. The mind that is in accordance with them is the cause of them, so the path of action is explained in terms of cause, and so on. It is said that the actions of body and speech are all three. How so? For example, giving will be explained as the actions of body and speech, accompanied by motivation. Among them, the actions of body and speech are all three, because they are virtuous, so they are also merit, and because they are the nature of action, they are also action. Because they are the basis of the mind that arouses them, they are also the foundation. The mind that arouses them is both merit and action because it is virtuous and is the nature of action. Other phenomena that arise simultaneously with it are only merit because they are virtuous. What arises from discipline is only the action of body and speech, so it is all three, because it is virtuous and is the nature of action.

It is also merit, and it is also action. Because it is the basis for the mind that arises from everything, it is also the foundation. The loving-kindness that arises from meditation is also merit, and it is also the basis of meritorious action, because the mind that possesses it manifests through the support of loving-kindness. The mind that arises together with loving-kindness, and the discipline of meditation are also merit, and also action. Other things that arise together with it are only merit. Alternatively, performing merit is meritorious action. What is that? It is said to be effort. These are its foundation, that is, these three, such as giving, are the foundation of that meritorious action. And why are these called the foundation? Therefore, it is said, "In order to accomplish these," and so on, because in order to generate giving and so on, one engages in the effort of merit. Thus, some people, for the sake of merit, engage in effort for the sake of the Dharma, that is, they give alms, keep the precepts, and also diligently practice meditation. What does the word "giving" mean? Is it what is to be given? Or is it what is given by? Because it is the object, what is to be given is also giving, but especially, what is given by is giving, but what is to be given, such as wealth, is not, because that is not what is stated in the scriptures, and because it is different from the continuum of the giver. It is said, "Desire and so on also give alms," and so on, the word "and so on" includes anger, jealousy, pride, stinginess, and so on. "Desiring to make offerings and benefit," that is, one gives alms desiring to make offerings to those who are completely liberated from suffering, and for other beings, it is desiring to benefit the great elements of the senses. With what kind of collection? It is with the collection of mind and mental factors. It should be known that arising is the nature, like the burden that arises from the loom, it is not transformation and so on.
