Stealing property, etc. What are the offenses that are based on sentient beings? For example, sleeping together at home, etc. Offenses that are based on non-sentient beings are cutting grass, etc. The reason for saying that it enters the basis of sentient beings is because it is said that way. If it can also be obtained from the past and future, then, like abandoning killing, etc., the nature of abandoning is obtained from those based on sentient beings, and it will also be obtained from those not based on sentient beings, which would be confusing. If it is also said that there are also Pratimoksha vows that are not based on sentient beings, but like the basis of sentient beings, it is obtained from the aggregates, elements, sources, and the present self, so it is called the basis of sentient beings. But this is not to say that it should be prevented from being the basis of non-sentient beings itself. Moreover, because the basis of sentient beings is the main one, and the other is taken as a branch of it, it is said to be the basis of sentient beings. If it is not obtained from the preparation and conclusion, it is because the actual practice is only present during meditation, and there are no vows when not in meditation. Why is it necessary to mention the prohibited offenses? This is because it is thought that there is no commitment. The reason for elaborating on "universally at all times" is that, like the mind that arises simultaneously, the two vows of the past and future can also be obtained. The reason for elaborating on "because of this" is that because the Pratimoksha vow is only present, and like the actual practice, it can also be obtained from the prohibited offenses like the preparation and conclusion and the nature of the offense, and only the two vows of meditation and non-outflow, like the present, can also be obtained from the past and future. The first aspect is that from the preparation and conclusion of the path of action of killing, etc., and from the prohibited offenses such as cutting trees, only the two Pratimoksha vows can be obtained, because the sutra says "everything is both". The second aspect is the actual path of action of killing, etc., in the past and future.

What is the discipline obtained from the seven actions of body and speech? It is only these two, the discipline of meditation and the discipline without outflows, not the Pratimoksha discipline, because the Pratimoksha discipline can only be obtained from the present. The third case is "from the actual paths of action arising in the present," because it arises in the present, so the Pratimoksha discipline can be obtained. Because it is actual, the two disciplines of meditation and without outflows can be obtained. The fourth case is "from the proximate and ultimate of the past and future," because it is past and future, so the Pratimoksha discipline cannot be obtained either. Because it is proximate and ultimate, it is also not the discipline of meditation and without outflows. The Acharya, seeing that the third case is impossible, said, "There are no present paths of action at the time of taking vows," because the time of action is not completely finished. Therefore, it should be said "from the present basis," because the thing to be abandoned is present. In this way, this situation becomes impossible. How is the second situation impossible? It is explained like this: discipline is only suitable for the future, because the past does not need to be mentioned. Some people think "from the basis, from that other than that," here are included three situations other than the Bhikshu discipline, namely the three actions of the body, and the abandonment of only false speech in language, these are separately established as limbs. Non-attachment, non-hatred, and non-ignorance arise simultaneously in all virtuous minds, while small, medium, and large minds arise according to categories, not simultaneously, therefore it is explained in detail "from the cause." "Abiding in discipline" means to fully grasp everything. The case of not all limbs refers to the fact that in the disciplines of Upavasa, Upasaka, and Shramanera, it is impossible to abandon divisive speech, harsh speech, and idle speech. The case of not all causes refers to the situation where, from small minds and so on, with any one mind, one properly takes the Upasaka discipline, the Upavasa discipline, or the Shramanera discipline.

Following all sentient beings means focusing on all sentient beings. A virtuous mind is a mind without harm or a mind that benefits, and it is called virtuous because it does not enter the wrong path. To say "because it is not separated from sinful thoughts" means because it is not separated from harmful thoughts. To say "from a certain limb" means that the limb is definite. To say "it is to abandon five, eight, and ten" means to definitely distinguish the meaning of this verse. To say "how from those who cannot" etc., is to explain in detail that if a sentient being cannot help but take the life, enjoyment, and essence of someone, then the object of those sentient beings, such as killing, is impossible, so they think that they cannot receive the vows of abstaining from killing, etc. To say "because they have promised not to harm the lives of all sentient beings" means that because there is no difference in the mind of not harming all sentient beings, just like those who are able, those who are not able can also obtain the vows. To say "those who are able and those who are not able are" means that those who are able are humans, etc., and those who are not able are gods, etc., and they are transformed into each other. Those who are not able, such as gods, transform into those who are able, such as humans, and become more prosperous because they have obtained vows that they did not have before. Those who are able, such as humans, transform into those who are not able, such as gods, and become more diminished because they have abandoned the vows they had previously obtained. In this way, there will be no cause for obtaining, such as other created forms, etc., and no cause for abandoning, such as learning offerings, etc., and vows will also be obtained and abandoned. To say "how do previously non-existent grasses, etc., arise" etc., is to explain in detail that if vows can also be obtained from grasses, etc., then the vows will not increase or decrease, and in the same way, if the able and unable transform, they will not increase or decrease. Therefore, vows can only be obtained from those who are able, and there will be no fault in that. It is not so, because sentient beings existed before and exist later, but grasses, etc., do not exist. To say "grass, fungus, and tender branches, etc." means
