It is said that messengers were sent in the past. In the phrase "the five belonging to the Vinaya holders," here, the Vinaya holder is understood to be one who is fond of stating the request. Those who are called "good assemblies" are the sixty good assemblies. The term "assembly" means a group. Those sixty individuals, whoever has been ordained by them, are those who have completed it by reciting the refuge three times. Their individual Pratimoksha vows undoubtedly do not depend on manifestation, referring to those five groups and those with names, etc. By the power of past aspirations, i.e., complete intention, or by the blessing of the Buddha, one can obtain the Pratimoksha vow without manifestation. Some heretics, such as the Gleaners, etc., believe that time is constant and only the nature of substance, so they doubt and ask what the dharma called "time" is. That is a euphemism that completely shows actions (Sanskrit: saṃskṛta, साṃस्कृ, complete; ta, त, to do), and the name "time" is established to clearly exclude past, future, and present actions, but it is not included in a body that is different from the five aggregates that are different by the classification of form, etc. Therefore, those who are wise and skilled in the teachings of the Sugata say that those themselves are the basis of time talk. The wise ones understand time as the particularity of the elements, propelled by the force of the wind of karma, transmitted from one cause to another without interruption, generating without interruption, and taking on the particularity of essence by the difference of hot and cold according to the conditions, but it is not constant or substance. Thus, from the past time to the present occurrence, it is understood that only the actions of the three times are present, and not other permanent things, because it is impossible for the past, future, and present occurrences to arise from the permanent. The phrase "even if one has taken it correctly" means that even if one has correctly taken the vow, thinking, "I will take the vows of a monk or novice in another life." The phrase "because of different fortunes" means because it is included by other dissimilar categories. Even so, it will not be combined there.
